The real estate market in the country in recent years there has been a significant development. Many housing development projects, service projects have been established to change the urban landscape and improve the living condition of the people. However, besides the positive side, the operation of the real estate reveals weaknesses, unhealthy development and unstable situation. Many projects are delayed or not eligible with sufficient infrastructure causing to be abandoned, waste of social resources; bad debts affecting macroeconomic stability and social security ... But in other hand, the positive aspect had been achieved in solving difficulties for real estate through guidelines and policies of the Government, the active participation of all ministries, especially the Ministry of Construction.
In the strategy to develop the real estate market, the Ministry of Construction has set a goal: Build and develop a stable real estate market; ensure commodity structure for the property in accordance with the needs of the market, stable price and increased transaction volume; Complete the adjustment, the additional legal documents on investment, land, building, business property, houses to create uniform legal basis for stable real estate market.
The Ministry of Construction shall chair and coordinate with the related ministries, branches and localities in implementing the development strategy of real estate market; simultaneously, assign the specific responsibilities to the relevant ministries such as the Ministry of Natural Resources and Environment, Ministry of Planning and Investment, Ministry of Finance, the State Bank, Ministry of Justice, Ministry of Internal Affairs in implementation of the objectives of the strategic plan to develop the property market.
