Within the framework of cooperation between the Department for Roads of Vietnam and the Korean Road Administration, a delegation of the Korean Road Administration - Ministry of Land, Infrastructure and Transport of Korea (MOLIT) led by Mr. Lee Woo Je, Director of the Korean Road Administration, visited and worked with the Department for Roads of Vietnam and visited and surveyed the Hai Van tunnel of the Hoa Lien - Tuy Loan expressway from December 3-4, 2025 and attended the Eighth Annual Conference on road traffic cooperation between Vietnam and Korea held on December 3rd, 2025, in Da Nang.

Deputy Minister of Construction Le Anh Tuan delivered the opening speech at the Conference.
In his opening speech, Deputy Minister of Construction Le Anh Tuan welcomed the cooperation between Vietnam and Korea; and expressed his hope that through the exchange of contents between the Department for Roads of Vietnam and the Korean Road Administration, it would contribute to further promoting the development of the transport industry in general and the road sector in particular.
At the Conference, Mr. Lee Woo Je, Director of the Korean Road Administration, also expressed his hope that the relationship between Vietnam and Korea would develop further, especially in the road sector in terms of road maintenance management, road infrastructure development, and intelligent transport system management.

Speaking at the conference, Bui Quang Thai, Director General of the Department for Roads of Vietnam, stated that Vietnam is pursuing major targets in transport infrastructure development. By the end of 2025, Vietnam will have over 3,000 km of expressways, and by 2030, this figure will exceed 5,000 km. The application of science and technology, innovation, and digital transformation in the road transport sector is becoming increasingly essential. Korea’s experience in expressway operation, management, and maintenance is particularly important for Vietnam on its path of development. In recent years, Vietnam’s road infrastructure has received significant investment and has seen strong, modern-oriented development, especially with the rapid expansion of the expressway network. However, the operation and use of such a large-scale road system also pose numerous challenges for operation and maintenance management.
Practical demands require strengthening the application of science and technology, digital transformation, and AI (intelligent transportation systems) in road operation and maintenance: shifting from passive to proactive maintenance; adopting environmentally sustainable smart technologies; building and developing disaster warning and response systems; and enhancing capacity while expanding intelligent, AI-based integrated maintenance technologies to improve climate resilience for Vietnam’s road and bridge system (with an estimated budget of about USD 8.1 million).

The signing ceremony of the Memorandum of Understanding on cooperation creates a basis for promoting research, design, development of road networks, sharing of policies, technology and experience in modern infrastructure management.
At the conference, the two sides also exchanged and shared experiences in organizing, managing, operating, exploiting, maintaining, and protecting expressway infrastructure; rest areas for expressway projects; intelligent transportation systems on expressways; traffic organization and ensuring traffic order and safety; applying Building Information Modeling (BIM) in construction investment management; collecting and analyzing data and modernizing field surveys using AI technology; data collection and data utilization strategies for intelligent transportation systems; disaster and traffic accident warning and response systems, landslide management, and the application and development of smart construction technologies.

The conference is expected to help promote mutual benefits through the sharing of experiences on issues of common interest and to further expand cooperation in the road transport sector between Vietnam and South Korea.
