On December 2nd, 2025, within the framework of the program of General Secretary To Lam's State visit to Laos and attending the 50th anniversary of the National Day of the Lao PDR, co-chairing the annual meeting of the two Politburoes and the program of Prime Minister Pham Minh Chinh co-chairing the 48th meeting of the Vietnam - Laos Intergovernmental Committee, Minister of Construction Tran Hong Minh had a courtesy visit and worked with Lao Minister of Public Works and Transport Leklay Sivilay at the headquarters of the Lao Ministry of Public Works and Transport.

At the working session, Minister Trần Hồng Minh noted that the meeting between the two Ministers took place under truly special circumstances: in the atmosphere of the Lao Party, State and people jubilantly celebrating the 50th anniversary of the great national day, the General Secretary and Prime Minister and the Politburo of the two countries met in Laos, all showing the very special and sincere friendship between the Parties, Governments and People of the two countries.

Minister Tran Hong Minh and Lao Minister of Public Works and Transport Leklay Sivilay were at the courtesy visit and working session at the Lao Ministry of Public Works and Transport Headquarters.

The Minister added that this was his first visit to Laos in his position as Minister of Construction. Witnessing the country’s achievements in various areas of renovation, he expressed his strong impression at the remarkable transformation in Laos’ socio-economic, particularly the robust development of transport infrastructure and urban facilities in the capital, Vientiane.

Minister Tran Hong Minh and Minister Leklay Sivilay had an in-depth discussion on the implementation of key transport infrastructure projects connecting Vietnam and Laos, specifically: the Hanoi - Vientiane expressway project and the Vung Ang - Vientiane railway.

Delegations of the two countries took a photo during the working trip.

Both Ministers acknowledged the remarkable achievements of the cooperative investment and development project of Wharfs 1, 2, and 3 at Vung Ang Port, with the official inauguration and operation of Wharf No 3. This serves as a vivid demonstration of the policy of the Party, Government, and people of Vietnam to support the people of Laos in ‘giving Laos access to the sea.’ Regarding this matter, Minister Tran Hong Minh suggested that, with the success of the cooperation project at Vung Ang Port, Laos now needs to develop an integrated transport system, prioritizing road connections to the seaports in central Vietnam, including Vang Ang Port, in order to stimulate economic growth and enhance the flow of Lao goods to the region and beyond.

In conclusion, Minister Tran Hong Minh expressed his gratitude to Minister Leklay Sivilay for taking the time to meet with the delegation and also extended an invitation for Minister Leklay Sivilay to visit Vietnam at a convenient time. In response, Minister Leklay Sivilay thanked him for the invitation and stated that he would arrange to visit at the earliest opportunity.

According to the Prime Minister’s working schedule, Minister Trần Hồng Minh will attend the 48th Session of the Vietnam-Laos Intergovernmental Committee, co-chaired by Prime Minister Phạm Minh Chính on December 3, 2025.
