On November 14th, 2025, in Hanoi, the Institute of Construction Science and Technology (IBST) in collaboration with the Ho Chi Minh Communist Youth Union - Ministry of Construction organized the 17th Young Cadres Science Conference. The event is held every two years, becoming a unique traditional beauty, aiming to discover, foster and encourage the spirit of innovation, promote scientific research among young cadres of IBST and units under the Ministry of Construction.
In his opening speech, Director Nguyen Hong Hai said that the Institute of Construction Science and Technology was formerly the Institute of Construction Materials Testing, established on November 18th, 1963. During the process of establishment and development, the Institute has always focused on investing in training, fostering and developing research human resources. The Young Cadres Science Conference is one of the typical activities, contributing to creating a serious academic environment, promoting the creative spirit of young researchers.

According to Director Nguyen Hong Hai, in 2025 the Conference carries even greater significance with the goal of successfully implementing the Politburo’s Resolution No. 57-NQ/TW, the Government’s Resolution No. 71/NQ-CP, and Decision No. 462/QD-BXD on breakthroughs in national science, technology, innovation, and digital transformation, as well as carrying out related tasks within the construction sector.
The 17th Young Cadres Science Conference attracted the participation of a large number of scientists from IBST, research institutes, universities, colleges, domestic and foreign enterprises, with 74 scientific articles by more than 120 authors. The articles were carefully selected, reviewed and edited, divided into 2 specialized subcommittees: (1) Concrete - Construction materials; Corrosion - Construction protection; Climate change - Sustainable development; Smart cities; Green buildings - Energy saving; (2) Structure - Construction technology; Fire safety for houses and buildings; Testing - Inspection; Application of BIM and AI in construction; (3) Geotechnical - Geodesy; Technical infrastructure - MEP; Construction standards and regulations.
Le Trung Thanh, Director of the Department of Science, Technology, Environment, and Construction Materials (Ministry of Construction), stated that in recent years the Institute of Construction Science and Technology has continuously grown and affirmed its pioneering role in scientific research, innovation, and technological development within the construction sector. It has made active and effective contributions to the Ministry’s State management activities and to the improvement of the national legal framework, standards, and technical regulations.

The Institute of Construction Science and Technology has also been a leading institution in training and developing human resources, with one notable activity being the Institute’s Young Cadres Science Conference. The Conference serves as a forum for young staff members both within and outside the Institute to present research findings, applications, and technology transfers that contribute to the overall success of the sector. These achievements clearly demonstrate the serious scientific work ethic, innovation, and dedication of many generations of the Institute’s personnel.

At the same time, it reflects the reality of the rapid development of the construction industry, with many intertwined opportunities and challenges, especially the role of science and technology in the context of the Fourth Industrial Revolution (4.0) taking place strongly” – Thanh said,
With the enthusiasm, intellect, and pioneering, innovative spirit of its scientific staff, Director Le Trung Thanh expressed his confidence that IBST will continue to serve as a core force, contributing to strong breakthroughs in scientific and technological research and application, and successful implementation of the construction sector’s digital transformation strategy. He emphasized that the Institute will tightly and effectively link research activities with practical State management needs and the demands of enterprises.
Head of the Jury, Dr. Tran Chung, former Director of the State Appraisal Department of Construction Quality (Ministry of Construction) acknowledged the spirit of innovation and digital transformation clearly in this year's articles, in line with the orientation of Resolution No. 57-NQ/TW.

Dr. Tran Chung stated that out of the 84 research papers submitted, the Organizing Committee selected 74 high-quality papers and forwarded them to three specialized subcommittees for evaluation, selecting 6 typical papers from each subcommittee to send back to the Organizing Committee (total 18 papers). The Organizing Committee continued to review and select 6 best quality papers to present at the Conference. This year's Conference also had the participation of two international experts, contributing to expanding academic exchanges and encouraging young scientists.
At the conference, based on the six presentations by the author groups, the Jury with a serious and objective working spirit, highly appreciated, scored and unanimously awarded the First Prize to the research paper: Survey, analysis and evaluation of low-carbon social housing design in Vietnam, by the author group: Dr. Nguyen Hong Hai, Dr. Vu Thanh Trung, MSc. Tran Phuong, MSc. Vu Trung Kien.
The jury also awarded 2 second prizes to the following research papers: Construction of 3D geological foundation structure to serve the sustainable exploitation and development of urban underground space in Hanoi area, by the group of authors Dr. Nguyen Cong Kien, Dr. Dinh Quoc Dan, Associate Professor, Doctor of Science Tran Manh Lieu; Research on the structure and application of IDS ground-penetrating radar technology combined with deep learning methods in underground construction survey, by the group of authors: MSc. Doan Xuan Hung, MSc. Pham Thi Thanh Van, MSc. Vu Duc Truong.

The three Third Prizes were awarded to the following research projects: “Comparison of Required Safe Egress Time (RSET) between Theoretical Methods and Published Simulation Results: A Case Study of an Elementary School”, by the author group: MSc. Nguyen Trung Kien, and Dr. Cao Duy Khoi; “Research and Application of Underwater Repair Mortar for Upstream Seepage Control of Hydropower Dams”, by the author group: Eng. Nguyen Van Tuan and Eng. Nguyen Tung Lam; “Application of Openspace AI Solutions in Progress Monitoring and Quality Control on Construction Sites: Integrating Geotagged 360° Images With BIM & AI for Digital Site Supervision”, by the author group: Duong Quang Quy and Eng. Nguyen Duc Thanh.
According to the Jury's assessment, the 17th Young Cadres Science Conference has contributed to strongly stimulating the potential for innovation and creativity, promoting applied research, and affirming the pioneering role of science and technology in the development of the Construction industry, meeting the requirements of innovation and international integration in the new period.
