In order to strengthen the work of ensuring cyber security, information security and data safety for information systems, on November 6th, the Ministry of Construction and the Government Cipher Committee held a signing ceremony of the Coordination Regulations in ensuring cyber security, information security and data safety.

Speaking at the signing ceremony, Deputy Minister Nguyen Viet Hung emphasized that the Coordination Regulation has both technical and strategic significance, with the goal of laying the foundation for a proactive, synchronous, effective and sustainable coordination mechanism between the two agencies.
Deputy Minister of Construction Nguyen Viet Hung emphasized the significance of signing the Coordination Regulations in ensuring information security and cyber security of the Ministry of Construction.
According to the Deputy Minister, ensuring cyber security is not only a technical task but also a political one - a commitment made by state agencies to the Party, the Government, and the people. “Therefore, the Ministry of Construction will direct strongly and consistently throughout the industry, put the contents of the Regulation into a specific action plan, with focal points, progress and periodic inspection and evaluation, ensure necessary resources both human, technology and funding to effectively implement information security and data security", Hung emphasized. He also affirmed that the Ministry of Construction will closely coordinate with the Government Cipher Committee to operate the cyber security monitoring system, assess the information security level for data systems in the construction industry.
Hung added, the Ministry of Construction will also include data security content in all digital transformation programs, from the ministerial to local levels, from state management to public services.
On behalf of the Ministry of Construction, Deputy Minister Nguyen Viet Hung asked the Government Cipher Committee to continue supporting the Ministry of Construction in training experts, providing technical advice, transferring cryptographic technology and data security according to international standards, so that the Ministry of Construction can be more autonomous and more stable in its digital infrastructure.
Hung expressed his belief that the cooperation between the Ministry of Construction and the Government Cipher Committee will create a model of exemplary cooperation in which technology, people and trust are closely linked; and data security is not just a regulation, but becomes the working culture of the entire industry.
At the signing ceremony, Thiem affirmed ensuring cyber security, information security and data safety is a key task, closely relates to the sustainable development of the digital transformation process as stated in Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Therefore, the signing of the Coordination Regulations in ensuring cyber security, information security and data safety at the Ministry of Construction aims to improve the capacity to ensure cyber security, information security and data safety for the information systems of the Ministry of Construction, meeting urgent requirements in the spirit of Resolution 57. This is also an important basis for the two sides to coordinate in ensuring cyber security, information security and data safety for the information systems of the Ministry of Construction in the coming time.

Thiem also suggested that the focal agencies of the two sides promptly advise the leaders of the Ministry of Construction and the Government Cipher Committee on an implementation plan for the 2026 cooperation activities, so that they can be carried out from the very first days and months of 2026.

Thiem expressed his confidence that both sides will effectively implement and organize the monitoring and assurance of information security and cybersecurity for shared information systems, national databases, and sectoral databases under the Ministry’s management. He also believed the two sides will respond promptly to information security and cybersecurity incidents and ensure the integration of the Ministry of Construction’s cybersecurity monitoring systems with the national information security and cybersecurity monitoring platforms.
Briefly presenting the content of the Coordination Regulations at the Ceremony, Director of the Information Technology Center - Ministry of Construction Le Thanh Tung said that the Ministry of Construction and the Government Cipher Committee will coordinate to build solutions and comprehensive models to ensure cyber security, information security and data safety of the Ministry of Construction; organize and implement the work of monitoring and troubleshooting information security and cyber security; inspect and evaluate cyber security, information security and data safety for the information systems of the Ministry of Construction.

The two sides will also coordinate to deploy cryptographic products, information security solutions, and digital signatures for public service.
In addition, both sides will also coordinate to organize drills to ensure cyber security, information security, and data security at the Ministry of Construction; train and foster knowledge and skills to ensure cyber security, information security, and data security for the staff of the Ministry of Construction.
According the Regulation, the Information Technology Center is as the standing unit, the focal point for organizing the implementation of the Regulation of the Ministry of Construction, and the Party - Government Cipher Department is as the standing unit, the focal point for organizing the implementation of the Regulation of the Government Cipher Committee.
