On the afternoon of November 5th, 2025, at the University of Transport Technology (Hanoi), the Ministry of Construction held a conference on training work of universities to evaluate the results of the 2024-2025 academic year and deploy tasks for the 2025-2026 academic year. Deputy Minister Pham Minh Ha delivered the opening speech at the Conference.
The conference began with a report from the Organization and Personal Department on the results of training activities for the 2024-2025 academic year. Accordingly, the entire system has 5,145 staff members, lecturers, and employees, with approximately 34,500 students enrolled. Nearly 80% of the lecturers hold postgraduate degrees. Over the past academic year, the institutions have carried out more than 450 scientific research projects, resulting in about 1,900 scientific publications, including 450 international papers indexed in ISI/Scopus. Additionally, they have expanded and signed over 80 cooperation programs with international partners.

Representatives from universities and academies under the Ministry presented papers sharing key achievements, advantages, challenges, and proposed solutions to improve training quality, promote scientific research, foster innovation, and enhance university autonomy. These efforts aim to effectively contribute to achieving the goal of developing high-quality human resources for the construction sector in the new period.
Functional units of the Ministry such as the Department of Science, Technology, Environment and Building Materials; the Department of Planning and Finance; and the Organization and Personal Department also reported on plans for university autonomy, preparations for the implementation of the amended Law on Higher Education effective from January 1, 2026, as well as the development of organizational structures and the reorganization of university councils.

In his speech, Deputy Minister Pham Minh Ha acknowledged and commended the achievements of the schools in training, scientific research, and international cooperation, and emphasized a number of key orientations for the 2025-2026 academic year:
+ Strongly innovate university governance, perfect the streamlined and efficient organizational structure, promote university autonomy associated with accountability;
+ Develop a team of high-quality lecturers and scientific staff, link training with research and production practices;
+ Strengthen "School - State - Enterprise" cooperation, promote applied research and technology transfer to serve the industry's development strategy;
+ Focused investment in facilities, laboratories and key industries, focusing on areas that have a direct impact on urban development and construction infrastructure.

Concluding the conference, the Deputy Minister urged universities to comprehensively review the implementation of their assigned tasks, assess the quality of their staff, promote scientific research aligned with industry practice, and focus on training and developing successors to ensure an abundant and sustainable human resource base for universities under the Ministry of Construction.
The 2025 Conference on Training Work of Universities under the Ministry of Construction was held in a spirit of seriousness, responsibility, and efficiency. The opinions, presentations, and directives delivered at the conference serve as an important foundation for the Ministry of Construction to further improve management mechanisms, enhance university autonomy, and raise the quality of education and scientific research. The ultimate goal is to develop a sustainable, modern, and internationally integrated training system under the Ministry, meeting the demand for high-quality human resources for the construction sector and the nation in the coming period.
