On December 3rd, 2025, the State Inspection Council for Construction Acceptance held a meeting to evaluate the results of the acceptance of the completion and commissioning of the Nhon Trach 4 Power Plant project under the Nhon Trach 3 and Nhon Trach 4 Power Plant projects invested by the Vietnam Oil and Gas Group (PV Power).
Representatives of the Council include: Deputy Minister of Construction Pham Minh Ha - Standing Vice Chairman of the Council; Mr. Hoang Hai - Director of the State Appraisal Department of Construction Quality, Ministry of Construction, Standing Member of the Council; Council members and representatives of the construction supervision unit, EPC General Contractor.
Nhon Trach 3 and Nhon Trach 4 Power Plant Project is the first project in Vietnam designed to use LNG gas according to Power Plan VIII, belonging to an important national project approved by the Prime Minister for investment policy in Decision No. 234/QD-TTg dated February 27th, 2019.

The project is built in Ong Keo Industrial Park, Phuoc Khanh Commune, Nhon Trach District, Dong Nai Province (now Dai Phuoc Commune, Dong Nai Province) with a gross capacity of 1,624 MW including 2 Power Plants, each power plant has a capacity of 812 MW, using combined cycle gas turbines, designed to share a number of items such as: central control house, air compressor house, hydrogen preparation, auxiliary boiler, administrative house... The configuration of each plant is 1-1-1 (1 gas turbine - 1 heat recovery furnace - 1 steam turbine), fuel used is liquefied natural gas (LNG) supplied from LNG Thi Vai port warehouse. Nhon Trach 3 Power Plant and shared items of the project have been approved by the Council for acceptance results with conditions to put into commercial power generation operation.
According to the Investor's report, up to now, all construction items of the project have been completed in accordance with the approved design. Nhon Trach 4 Power Plant has completed the 72-hour reliable running test with operating technical parameters within the allowable limits. The project has basically met the quality requirements, qualified to be put into commercial power generation operation.
From 2022 to present, the Council has organized 8 inspections of the Investor's acceptance work during the construction process (7 inspections by the Council's Standing Body, 1 inspection by the Council). Through these inspections, the Council's Standing Body has issued inspection results notices to promptly detect shortcomings and deficiencies in the project implementation process, contributing to tighter control of construction quality. Up to now, the construction situation and quality management have basically met design requirements and complied with legal regulations.
The Council assessed that the Investor has fully implemented legal procedures in construction investment such as environmental impact assessment, basic design appraisal, appraisal and approval of technical design, construction drawing design, fire prevention and fighting design appraisal, acceptance of fire prevention and fighting test results, environmental license and other relevant licenses. The Council’s expert team assessed that the overall quality of the project is generally consistent with design requirements. A number of outstanding issues remain, which have already been identified by the Investor and relevant parties and are scheduled for completion; however, these do not affect the safe operation and exploitation of the Nhon Trach 4 Power Plant.

After hearing opinions from the relevant parties, Standing Vice Chairman of the Council, Deputy Minister of Construction Pham Minh Ha acknowledged and highly appreciated the efforts and dedication of the Investor, contractors, consulting units, and all personnel involved in the construction of the Nhon Trach 3 and Nhon Trach 4 power plant projects, enabling the early commissioning and operation of the facilities and contributing to the local budget. He assessed that the project’s legal documentation is generally complete and compliant with current regulations, and asked the Council’s Standing Agency to finalize the necessary procedures to approve the conditional acceptance results for the commercial operation of the Nhon Trach 4 Power Plant.
Deputy Minister Pham Minh Ha also asked the Investor to review, collect and store all documents to complete the project according to regulations; continue to conduct test runs for Nhon Trach 4 Power Plant according to the plan and schedule specified in the signed EPC Contract; organize reviews and overcome shortcomings according to the acceptance results of the Investor and related parties; continue to monitor, track and operate the project in accordance with current regulations, ensuring safety during exploitation and use; organize the synchronous completion acceptance of the two plants and report the results to the Council for consideration and approval of the acceptance results of the completion of the entire project.
