The Ho Chi Minh Road Project Management Board Trade Union always considers emulation and reward work as the driving force to complete political tasks, contributing to the completion of the industry's common tasks.
In response to the emulation campaign launched by the Transport (now Construction) sector, the Trade Union, together with the Board's administration, launched an emulation movement with specific themes. For project management departments: quality, progress, discipline, and efficiency. For the advisory department: proactiveness, creativity, decisiveness, and exceeding the assigned tasks and plans.

The emulation campaign has contributed to the completion of many traffic projects managed by the Ho Chi Minh Road Project Management Board.
In the 2023-2025 term, the Ho Chi Minh Road Project Management Board has strengthened inspection, supervision, and directed the supervision consultants and contractors to work in "3 shifts, 4 teams", with measures to organize construction synchronously and scientifically, the construction must comply with the approved design documents and construction measures, ensuring the quality of the project. With active measures, the disbursement progress of annual projects has met the requirements with over 95% of the capital plan.
The Trade Union and the Board’s leadership have launched 12 emulation movements at construction sites, such as: the peak-month construction emulation; commencing construction immediately upon the start of the Van Ninh - Cam Lo expressway project; the ‘90 days and nights to accelerate construction progress and disbursement of public investment capital for the Van Ninh - Cam Lo section’; the ‘90 days and nights to accelerate construction progress and disbursement of public investment capital’; and the ‘30 days and nights overcoming sun and rain,’ with the determination to bring the La Son - Hoa Lien expressway project to completion on schedule.
As a result, the Nha Trang - Cam Lam Project was put into operation on May 19th, 2023, finishing three months ahead of schedule. Technical clearance for two projects (Van Ninh - Cam Lo and Hoa Liên - Tuy Loan) is scheduled for August 19th, 2025, in celebration of the 80th anniversary of the August Revolution (19/8/1945 - 19/8/2025) and the National Day of the Socialist Republic of Vietnam (2/9/1945 - 2/9/2025).
According to Le Phuong Thao, Chairwoman of the Trade Union of the Ho Chi Minh Road Project Management Board, despite unfavorable weather conditions, prolonged flooding, and sudden increases in material costs, the Trade Union coordinated with the administration to encourage officials and workers to successfully complete their tasks.
Up to now, three projects have been completed and put into operation, and by the end of 2025, two additional expressway projects - Hoa Lien - Tuy Loan and Chon Thanh - Duc Hoa are expected to be completed and opened to traffic. Along with these, rest stops and intelligent transportation systems (ITS) for the North-South Expressway (Eastern route) component projects will also be completed soon to ensure synchronized operation with the expressway network.
In 2026, the Ho Chi Minh Road Project Management Board will continue to complete three projects with a total length of 144 km, including: Cho Chu - Trung Son junction, the expansion of the North-South Expressway (Eastern route) on the La Son - Hoa Lien section, and the Rach Soi - Ben Nhat, Go Quao - Vinh Thuan sections.
According to Mr. Pham Huy Thong, Vice Chairman of the Trade Union of the Ho Chi Minh Road Project Management Board, in promoting emulation movements, the Board and contractors have signed emulation agreements with clear commitments regarding progress, quality, and responsibility for implementing each project item.
These are not only merely promises but also a basis for assessing, classifying, and screening units after the peak implementation period. The emulation agreements serve as a strong motivational boost, encouraging contractors to be creative, flexible, overcome difficulties, and achieve construction goals as committed.
“The emulation movements launched and organized by the Trade Union have produced practical and effective results, contributing to the fulfillment of the Board’s political tasks. At the same time, the Board’s Trade Union has effectively carried out its role in caring for and protecting the legitimate rights and interests of its union members,” Mr. Thong said.
