With the consent of the leaders of the Ministry of Construction, on November 11, 2025, in Hanoi, the Construction Infrastructure Department and HealthBridge Canada in Vietnam held a signing ceremony of the Memorandum of Understanding on cooperation in developing green, safe and sustainable urban infrastructure. Leaders of the International Cooperation Department (Ministry of Construction); representatives of the Canadian Embassy in Vietnam attended the ceremony.
Speaking at the signing ceremony, Director General of the Construction Infrastructure Department Ta Quang Vinh said that in recent times, the system of policies and laws on urban technical infrastructure in Vietnam has undergone many important innovations. In particular, the Law on Urban and Rural Planning promulgated by the National Assembly on November 26, 2024 (effective from July 1, 2025) has identified green space as an essential part of social infrastructure and urban environment, clearly regulating the management and use of green land, and requiring the arrangement of sufficient green space and parks in the planning.

In addition, Decree No. 258/2025/ND-CP of the Government on the management of parks, trees, and water surfaces also sets out requirements for the protection, maintenance, and development of green areas in urban areas. Currently, the Ministry of Construction is developing a Circular detailing the implementation of this Decree to complete the legal framework, ensuring consistency and feasibility during the implementation process.
Director General Tạ Quang Vinh expressed his gratitude to the Embassy of Canada in Vietnam and HealthBridge Canada for their continuous companionship and support to the Construction Infrastructure Department in effectively carrying out its assigned functions and tasks. In particular, he appreciated their assistance in advising the Ministry of Construction on researching, developing, and completing legal policies and technical guidelines in the field of construction infrastructure. These efforts have provided a foundation for localities, organizations, and enterprises to implement projects effectively, thereby improving the quality of life for the people.

“The signing of this Memorandum of Understanding not only affirms the effective cooperation relationship between the two sides, but also contributes to realizing the tasks and goals in Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045; at the same time, marking an important step forward in strengthening international cooperation, sharing experiences and mobilizing resources to promote the green transformation process, serving the goal of developing Vietnamese urban areas in a modern, environmentally friendly and human-oriented direction,” Vinh emphasized.
Speaking at the signing ceremony, Chief Representative of HealthBridge Canada in Vietnam Nguyen Thi An highly appreciated the close and effective cooperation of the Construction Infrastructure Department in recent times. She emphasized the implementation of bilateral cooperation programs in developing green, safe and sustainable urban infrastructure is very necessary, for the goal of sustainable development of Vietnamese cities, improving the quality of life of the people.
According to the Chief Representative of HealthBridge Canada in Vietnam, strengthening cooperation between the two sides in developing green, safe, and sustainable urban infrastructure will contribute to fulfilling Vietnam’s commitments to reducing greenhouse gas emissions and adapting to climate change. At the same time, it will help create a high-quality living environment with equitable access to infrastructure and public spaces, including for vulnerable groups in society.

Ms. Nguyễn Thị An expressed her confidence, with the close attention and guidance of the Ministry of Construction, along with the proactive and creative spirit of the Construction Infrastructure Department, the construction sector has foundation to realize its goals of developing green, safe, and sustainable urban infrastructure toward a high-quality living environment for the people. She also affirmed that this is clear evidence of Vietnam’s strong determination to fulfill its international commitments to sustainable development, for a green and prosperous future.
According to the content of the Memorandum of Understanding, the two sides agreed to strengthen cooperation in two key areas, including: Developing infrastructure systems for parks, trees and public spaces in urban areas, towards building a green, clean, beautiful and community-connected living environment; Promoting the development of safe and sustainable urban transport infrastructure, encouraging active modes of transport such as walking, cycling and using public transport, thereby contributing to reducing congestion, reducing emissions and improving urban air quality.
