At the regular Government meeting in October 2025, on November 8th, Minister of Construction Tran Hong Minh reported many solutions to rectify negative practices in buying, selling, and renting social housing, while speeding up the implementation of the goal of developing 1 million social housing units in the coming time.

Reporting at the meeting on the completion of social housing targets, Minister of Construction Trần Hồng Minh stated that the legal framework related to social housing is now complete and no longer faces obstacles. The draft Decree on the National Housing Fund prepared by the Ministry of Construction will be submitted to the Government in November.
In addition, implementing the directive from the Secretariat on strengthening the Party's leadership in the development and management of the real estate market in the new situation, the Ministry is also drafting a draft and will submit it next week. The draft Resolution of the Government on a number of measures to control and restrain real estate prices has been completed by the Ministry of Construction and is seeking opinions from relevant ministries and branches to submit to competent authorities as soon as possible.
In particular, regarding the negative phenomena in the approval of purchase, sale and lease of social housing that have been reflected by public opinion and the press in recent times, the Ministry of Construction has completed the draft and submitted to the Government a Directive on rectification, increased transparency and prevention of negativity in the approval of purchase, sale and lease of social housing.
According to Minister Trần Hồng Minh, “The Ministry of Construction has conducted on-site inspections and found instances where people reserved slots to purchase social housing and then sold those slots for a profit ranging from 200 to 500 million VND.” Therefore, the Minister urged local authorities to promptly address this issue and ensure transparency in the review and approval process for social housing applications.
Regarding the goal of completing 100,000 social housing units by the end of 2025 and early 2026, as well as completing 1 million social housing units, Minh said that it is achievable because localities are making great efforts and devoting a lot of effort to speeding up the progress of social housing projects.
In addition, Minister of Construction Tran Hong Minh also pledged to the Prime Minister that the Ministry of Construction has worked with localities to complete procedures to ensure the commencement of the Lao Cai - Hanoi - Hai Phong railway project on December 19 as directed by the Prime Minister. At the same time, he requested the 5 localities involved in this project (Hanoi, Lao Cai, Phu Tho, Hung Yen, Hai Phong) to urgently complete resettlement projects so that people in the project clearance area can soon stabilize their lives and settle down.
