Artificial Intelligence: The foundation for smart and sustainable construction development

The Workshop organized by the Information Technology Center (Ministry of Construction) in coordination with Dell Technologies Vietnam Company on October 24th in Hanoi.

Government Cipher Committee, central ministries, branches, units under the Ministry of Construction, technology experts, representatives of enterprises, research institutes and professionals in the field of digital transformation attended the workshop. The workshop is one of the activities to concretize the implementation of the Action Plan of the Ministry of Construction to deploy Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution No. 71/NQ-CP dated April 1, 2025 of the Government on breakthroughs in science and technology development, innovation and national digital transformation.

Director of the Information Technology Center of the Ministry of Construction Le Thanh Tung delivered the opening speech at the workshop.

In his opening speech, Mr. Lê Thanh Tùng, Director of the Information Technology Center (Ministry of Construction), emphasized the importance of artificial intelligence (AI) in the construction sector. He also noted that this is an important occasion for regulatory bodies, experts, enterprises, and technology partners to exchange and share experiences, as well as to introduce AI application solutions in the planning, design, management, and operation of construction projects toward building smart, safe, cost-efficient, and sustainable urban and transportation systems.

In recent times, the Information Technology Center has proactively and actively collaborated with various strategic partners, including Dell Technologies, to research, pilot, and implement advanced technological solutions for the sector’s data management, project monitoring, and policy planning based on big data platforms. These efforts have helped promote the application of AI in the Ministry of Construction’s state management areas, thereby enhancing management efficiency and fostering innovation across the entire sector, he added.

In addition to introducing solutions for applying artificial intelligence (AI) in planning, design, management and operation of construction works, Director Le Thanh Tung hopes that experts and delegates, based on the key tasks of the Ministry of Construction in the fourth quarter of 2025, will actively discuss and contribute solutions for implementation to ensure the best results.

Director of the National Institute of Digital Technology and Digital Transformation Ho Duc Thang delivered a speech at the workshop.

Dr. Hồ Đức Thắng, Director of the National Institute of Digital Technology and Digital Transformation, stated that artificial intelligence (AI) is one of the fastest-growing technologies with far-reaching global impacts. At present, the European Union, South Korea, and Japan have enacted AI legislation, while Vietnam, along with countries such as Thailand, Brazil, China, and Canada, is in the process of drafting similar laws.

Vietnam’s draft Artificial Intelligence Law is being developed based on the principle of balancing regulation and promotion, with a focus on encouraging the development of safe applications. It aims to strongly foster innovation among private enterprises, while regulatory agencies play a role in creating, coordinating and ensuring safety for the AI ​​ecosystem.

In Vietnam, in the context of rapid pace of urbanization, the application of AI to promote the development of smart cities and smart transportation has become increasingly urgent. According to Mr. Tran Ngoc Linh - Department of Urban Development (Ministry of Construction), many developed countries in Europe; Korea, India, China and Singapore all consider the establishment of a legal corridor for artificial intelligence as one of the key pillars, both creating a mechanism for connection, data sharing and resource mobilization.

“For Vietnam, since 2018, the Prime Minister has approved the Project on sustainable smart urban development for the period 2018-2025, with a vision to 2030” and assigned the Ministry of Construction as the Standing Agency of the Project. After 7 years of implementing the Project, Vietnam has gradually formed a smart urban foundation associated with the development of the digital economy, digital society and digital citizens” - Mr. Tran Ngoc Linh said.

The representative of the Urban Development Department also informed the basic orientations on smart urban development and shared the basic contents of Decree No. 269/2025/ND-CP of the Government on smart urban development.

At the workshop, experts and delegates actively exchanged and shared experiences, clarified the direction of AI application in the state management of the Ministry of Construction, especially in urban management and development, smart traffic infrastructure, thereby contributing to building a modern, efficient and safe digital ecosystem in the construction industry, meeting the requirements of sustainable development of the country in the digital age.

As a co-organizer of the workshop, the representative of Dell Technologies shared the company’s Dell AI Factory and OEM solutions, emphasizing the foundational role of AI in enhancing productivity, improving quality, and ensuring operational safety of construction projects. The representative also shared experiences from several countries around the world that have experimented with developing urban and architectural models in digital environments before actual implementation, helping to save time and costs while improving management efficiency.

In conclusion, on behalf of the Organizing Committee, Director Lê Thanh Tùng expressed his gratitude to the experts and participants for their active discussions and experience sharing on the application of AI in the construction sector, which contribute to enhancing state management efficiency, optimizing resources, ensuring safety, and reducing additional costs.

The workshop not only reaffirmed the vital role of artificial intelligence (AI) in the construction sector and the urgency of establishing a comprehensive legal framework for AI, but also strongly promoted the implementation of digital initiatives. These efforts contributed to the development of smart, modern, and sustainable urban and transportation systems, meeting the development and integration demands of the construction sector and the nation’s digital transformation.
