Hưng Yên Province is expediting the implementation of commercial and social housing projects to meet the growing accommodation demand for workers and low-income earners.
According to the provincial Department of Construction, three social housing projects are underway in the former Thái Bình City area.

The Phú Xuân Social Housing Project in Trần Hưng Đạo Ward, comprising 546 apartments, has completed site clearance and is finalising land allocation and feasibility studies.
The Tiền Phong – Phú Xuân Project, with 312 apartments, has received land allocation and is completing technical design drawings, with groundbreaking scheduled for October 2025 and the Vũ Phúc Ward Project, with 666 apartments, has completed design drawings and fire safety approvals and is set to start construction in September 2025.
Five commercial housing projects are also being implemented in the area. The Đông Hòa Residential Area project has completed over 80 per cent of site clearance, while the Tân Bình – Tiền Phong Urban Area project is nearly 99 per cent cleared.
In the Kiến Giang New Urban Area project, nearly 1,000 households have voluntarily registered for early land handover, and compensation plans have been posted in Trần Lãm, Trần Hưng Đạo, and Vũ Phúc wards.
Two additional projects of the City Centre Project (Lê Hồng Phong – Bồ Xuyên) and the Residential Area West of Lý Bôn Street (Kỳ Bá – Trần Lãm) have received investment approval and are currently undergoing land auction plan appraisal to select investors.
Despite ongoing progress, project implementation is being hampered by a shortage of resettlement land, as well as difficulties related to relocating cemeteries and businesses within the project areas.
To address these issues, Nguyễn Quang Hưng, Standing Vice Chairman of the Hưng Yên Provincial People’s Committee, has instructed relevant departments and localities to urgently develop action plans and speed up site clearance, especially for projects facing resettlement and relocation challenges.
He also called for proactive allocation of resources for compensation and clearance as well as strict handling of units or localities causing delays.
The provincial Land Development Centre No 2 and related wards have been tasked with establishing detailed project timelines to ensure feasibility.
Hưng also emphasised the responsibility of project investors to coordinate closely with local authorities, mobilise resources and accelerate implementation to enable early groundbreaking.
He directed the Department of Construction to work with relevant agencies to complete appraisal and construction permits promptly, with the goal of starting construction in October 2025.
Nguyễn Trung Tuyên, Chairman of the Board of Directors of CDS Construction Investment JSC, welcomed the province’s efforts.
“Hưng Yên’s decision to accelerate commercial and social housing projects is timely and well-targeted,” he said.
“For construction enterprises like ours, this not only signals a positive market outlook but also opens up opportunities for cooperation, investment, and business expansion.”
Hưng Yên Province has been assigned a target of completing 2,250 social housing units in 2025. To date, more than 600 units have been completed and 2,505 are under construction.
The province expects to complete 2,550 units this year, reaching 113 per cent of the target.
