Hà Nội announces land clearance plan for new square–park project east of Hoàn Kiếm Lake

Hoàn Kiếm Ward’s People’s Committee held a conference on Tuesday to unveil plans for land clearance and to clarify State regulations on compensation, support and resettlement related to the construction of a new square and park east of Hoàn Kiếm Lake.

This project is part of the comprehensive renovation of Đông Kinh–Nghĩa Thục Square and its surrounding areas within the iconic Hoàn Kiếm Lake precinct. Covering approximately 2.14 hectares, the development will be bordered by the lake to the west, residential areas to the north, Lý Thái Tổ Street to the east, and Trần Nguyên Hãn Street to the south.

According to the Hoàn Kiếm Ward's authorities, the public investment project is being carried out in accordance with Article 79 of the 2024 Land Law, with land reclaimed for socio-economic development purposes.

Under Hà Nội’s master plan to 2030, with a vision to 2050, the Hoàn Kiếm Lake area is designated as a space where Eastern and Western cultures, Vietnamese and international influences intersect.

The new square and park aim to expand green space, offer recreational areas, provide high-quality public facilities for tourism and culture, and transform the eastern lakeside into a creative hub reflecting Hà Nội’s unique character.

The ward authority stated that relocating affected organisations and households is a necessary step towards building a modern, community-friendly urban area in line with the city’s development orientation and the capital’s master plan to 2065, approved by the Prime Minister.

Vice Chairman of the Hoàn Kiếm Ward People’s Committee Nguyễn Toàn Thắng called for continued cooperation and consensus from affected organisations and households.

He emphasised that public support is key to ensuring the project proceeds on schedule, complies with policy and balances the interests of both the State and residents.

Thắng assured participants that all compensation, support and resettlement policies would be implemented strictly in accordance with the law, ensuring fairness and transparency.

Specifically, compensation and support for affected households will follow Article 95 of the 2024 Land Law and Article 5 of Government Decree No 88/2024/NĐ-CP dated 15 July 2024.

Land prices for compensation will be determined by independent consultants, based on surveys of individual land lots, successful market transactions in the land database of state agencies and standardised valuation methods to produce formal valuation certificates, he said.

Hà Nội’s People’s Committee has approved the allocation of land plots for eligible households at relocation sites in the Việt Hưng New Urban Area in Việt Hưng Ward, plot 5.B1-CT in Đông Anh Commune, and resettlement housing in Việt Hưng Ward.

During the conference, representatives of affected organisations and households have voiced their concerns and submitted petitions. Local authorities listened and addressed the issues raised.

Concluding the event, Thắng stressed that this is a flagship project with a strategic vision for Hà Nội.

“This is not merely about urban beautification but about creating a civilised, modern living space in the heart of the capital," he said. "The project will not only improve quality of life for residents but also contribute to the sustainable prosperity of the community and further enhance the timeless beauty of Hà Nội.”

According to a report by the Hoàn Kiếm Ward Party Committee on March 17, the clearance area involves 47 property owners, including 12 organisations, government agencies and businesses, as well as 35 households, of which 23 hold land-use certificates.
