Deputy Minister Le Anh Tuan attends the 42nd Session of the General Assembly of the International Civil Aviation Organization

From September 23-26, 2025, in Montreal (Canada), Deputy Minister of Construction Le Anh Tuan and the delegation of the Ministry of Construction attended and delivered a speech at the 42nd Session of the General Assembly of the International Civil Aviation Organization (ICAO), on the occasion of the 45th anniversary of Vietnam's accession to this organization.

The most important event in the ICAO's three-year cycle brought together more than 3,300 delegates from 193 member countries, becoming a forum for the global civil aviation community to shape policies and identify development priorities for the international civil aviation industry. The General Assembly covered technical, economic, legal and international cooperation areas, and also elected 36 ICAO Council member states for a new term.

The core contents discussed at this General Assembly include flight safety, management of unmanned aerial vehicles, and especially sustainable development and greenhouse gas emission reduction. Promoting the use of sustainable aviation fuel (SAF) and implementing the carbon offsetting and reduction mechanism (CORSIA) are important highlights. Many international organizations, such as the International Air Transport Association (IATA), Airports Council International (ACI World), and the European Union (EU), have introduced initiatives and perspectives aimed at ensuring safety, enhancing connectivity, improving passenger experience, and working toward the goal of net-zero emissions by 2050.

With the theme “Strengthening Policies in International Civil Aviation – Facing All Challenges,” the 42nd ICAO General Assembly is not only as a forum for countries to reaffirm their common commitment to a safe, sustainable, and efficient civil aviation system, but also as an opportunity to enhance multilateral cooperation and reinforce ICAO’s role and position as the global coordinating body for the aviation sector in a new phase of development.

Speaking at the plenary session, Deputy Minister Le Anh Tuan emphasized that 2025 marks the 45th anniversary of Vietnam becoming a member of ICAO. During this journey, the Vietnamese aviation industry has made remarkable progress. Air transport has recovered strongly after the pandemic, making Vietnam one of the fastest growing aviation markets in the Asia- Pacific region. In particular, flight safety is always a top priority. Vietnam's overall compliance score on aviation safety reached 78.14%, demonstrating the industry's relentless efforts and commitment.

Vietnam pledged to support and actively contribute to the implementation of ICAO's Long-Term Strategic Plan for the period 2026-2050, as well as the Global Aspirational Target (LTAG) of achieving Net Zero emissions in the international aviation sector by 2050. To realize this goal, the Government and the Civil Aviation Authority of Vietnam are focusing on perfecting the legal system, creating a solid foundation for sustainable growth.

Deputy Minister Le Anh Tuan held bilateral talks with US Deputy Minister of Transportation Daniel Edwards.

The speech of the Vietnamese delegation received recognition and high appreciation from member countries, the ICAO leadership and secretariat.

On the sidelines of the Assembly, Deputy Minister Lê Anh Tuấn held bilateral meetings and engaged in discussions with leaders from the transport and civil aviation sectors of various countries around the world.

Specifically, a bilateral meeting was held with U.S. Deputy Minister of Transportation Daniel Edwards to realize the Joint Statement issued by the high-level leaders of both countries on the occasion of upgrading their relations to a Comprehensive Strategic Partnership in 2023. The two Deputy Ministers agreed that the aviation sectors of both countries would engage in exchanges and negotiations to amend the Air Transport Agreement in further facilitating operations for airlines of both countries and promoting socio-economic development, tourism, trade, and serve the interests of the people.

Deputy Minister Le Anh Tuan met and discussed with the Director of the Civil Aviation Authority of Thailand.

In a sideline discussion with Director General of the Civil Aviation Authority of Thailand Mana Chavanaprayoon, Deputy Minister Le Anh Tuan reviewed the cooperation between the two sides in the aviation sector. He also exchanged and consulted Thailand's experience in operating and exploiting the Suvarnabhumi and Don Mueang airports in Bangkok (Thailand). The two sides agreed to continue to strengthen cooperation and support each other in the ASEAN forum. In addition, Tuan also attended an event of the Ministry of Land, Infrastructure, Transport & Tourism of Japan (MLIT) organized by Minister of MLIT Hiromasa Nakano and Professor Onuma Toshiyuki - Candidate for President of the ICAO Council for the 2025 - 2028 term. The Deputy Minister affirmed his support for Japan at international cooperation forums in the aviation sector, especially at the ICAO General Assembly.
