On September 18th, in Chongqing (China), Minister of Construction Nguyen Thanh Nghi had a working session with Mr Yue Thuan -  Secretary of the Party Committee and Chairman of the Committee for Housing and Urban and Rural Construction of Chongqing City.



Overview of working session

Minister of Construction Nguyen Thanh Nghi expressed his joy and thanked Secretary of the Party Committee, Chairman of the Committee for Housing and Rural Urban Construction of Chongqing City - Yue Thuan and staffs for the respectful welcome.  

Minister Nghi said that, he really impressed with the architectural landscape, planning and speed of urban and housing development in Chongqing city, especially large-scale concentrated social housing development projects. The purpose of this delegation is to study and learn management experience in planning and development urban areas and housing, especially social housing in China.

On the same day, the delegation of the Ministry of Construction held talks with the Committee of Housing and Urban and Rural Construction of Chongqing city.

Speaking at the talks, Minister Nguyen Thanh Nghi said that, in term of urban planning and development, after nearly 30 years of implementing innovation policies and integrating into the world economy, Vietnam has achieved great achievements in national development, economic and people’s material and spiritual lives.

In recent years, the pace of urbanization in Vietnam has rapidly grown. The appearance and quality of urban areas are increasingly improving. Urbanization in Vietnam has been promoting the implementation of the country's industrialization and modernization goals.

The Minister emphasized that in the coming time, the Ministry of Constrution would develop the Law on Rural and Urban Planning and the Law on Urban Development and Management and desired to exchange with Chinese side in the field of urban planning and development.

In addition, the delegation wishes to learn from the experience of Chongqing city on types of planning for a large urban area in the world like Chongqing (master planning, zoning planning, detailed planning...) as well as the organization and decentralization of implementation of approved planning in Chongqing; role of the residential community in urban planning from the planning stage to the implementation stage.

Vietnam is currently implementing a program to develop 1 million social housing apartments in the period 2020-2030. China in general and Chongqing city in particular have been very successful in developing large-scale concentrated social housing projects. So, the Ministry of Construction wishes to study and learn from the experience in housing project development, especially social housing; renovation and rebuilding old apartments; management and use of apartment buildings, real estate business management.

The Minister also emphasized the importance of housing development and real estate market for national socio-economic development, ensuring social stability and expressed his desire to exchange and learn about the mechanism and China’s practical experience for reference in the process of perfecting the legal system on housing development and management and the real estate market in general and completing the draft Housing Law ( amended) and the Law on Real Estate Business (amended) in particular.

At the same time, the Minister expected the Chinese side to share experience on legal regulations related to construction quality management; relevant processes, regulations and technical standards; assessing construction quality and renovating and demolishing unsafe old apartments in urban areas.

Minister of Construction Nguyen Thanh Nghi thanked Mr Yue Thuan  - the Secretary of the Party Committee, Chairman of the Committee for Housing and Urban and Rural Construction of Chongqing City, and the Committee's staff for taking the time to work with the delegation.
