The delegation of the Ministry of Construction visited and worked in China

From September 6-8th, 2023, the Ministry of Construction's working delegation led by Deputy Minister of Construction Nguyen Van Sinh had a business trip in China to exchange and learn about legal policies and experiences on housing development, social housing and real estate market management in China to serve for the completion of the draft Housing Law (amended) and Real Estate Business Law (amended).

The delegation had a meeting with Mr Dong Kien Quoc, Deputy Minister of Housing and Urban-Rural Construction of China (Ministry of Housing). Both sides positively evaluated the results of cooperation over the past years and exchanged policies and experiences in housing development management and the real estate market in China. The delegation also had a working session with Mr Vuong Phi, Secretary of the Party Committee, Chairman of the Committee for Housing and Urban-Rural Construction of Beijing City; Mr Vuong Trinh, Vice Chairman of the Housing and Urban-Rural Construction Committee of Shanghai City; took a field visit to Shanghai Real Estate Transaction Center, social housing project and rental housing project for industrial park workers.

China has 3 types of social housing (public housing for rent, social housing for rent, and shared ownership housing) and most of them are constructed by state-owned enterprises with state capital and operated and managed by state-owned enterprises. Private enterprises are involved in building social housing, but not much. Localities have their own regulations on criterias and tenant for rent. For industrial parks and export processing zones are allowed to use 7-15% of the project land area to develop accommodation for rent for workers in industrial parks, cultural zones,.. Accommodations  for rent are implemented in many forms and mainly constructed by state-owned enterprises with room areas mainly ranging from 30 m2 to 50 m2 to meet the needs of 4 to 6 workers. Residents are supported about 3,000 CNY/person/year (about 10 million VND).

Housing rental registration is done on electronic software to ensure transparency and convenience for management. The renovation and reconstruction of old apartments are carried out according to the planning and people’s expectation and public bidding. The Government has issused a framework policy on housing development and the real estate market, and localities have developed their own regulations according to specific conditions and situations. The central government strengthens direction and supervision for each province.
