On August 31, 2023, the Ministry of Construction - Standing agency of the Appraisal Council of Urban and Rural System Planning for the period of 2021-2030, with a vision to 2050, held a workshop on "Consultation on appraisal Urban and rural system planning for the period of 2021-2030, with a vision to 2050”. Under the authorization of Deputy Minister Nguyen Tuong Van, Ms. Tran Thu Hang - Director of the Department of Architectural Planning (Ministry of Construction) chaired the workshop.

Ms Tran Thu Hang said that, the workshop was organized to synthesize comments from experts and delegates, thereby helping the consulting unit (National Institute of Urban and Rural Planning, VIUP) improves the quality and completes the Urban and Rural System Planning Project for the period 2021-2030, with a vision to 2050, before submitting to the Appraisal Council.

At the workshop, Associate Professor, PhD. Pham Thi Nham - Deputy Director of the National Institute of Urban and Rural Planning said that the scope and boundaries of planning are the entire territory and territorial waters of Vietnam including the mainland, islands, archipelagos, seas, airspace and underground areas belong to Vietnam's sovereignty, sovereign rights and jurisdiction. The boundary for direct research and planning is the total natural land area of 63 provinces and centrally run cities.

The planning objective from now to 2030 is to accelerate the speed and improve the quality of urbanization; sustainably develop the networked urban system; develop, arrange and distribute an efficient and comprehensive urban and rural system, with synchronous and modern infrastructure suitable to development conditions, adaptation with sea level rise, climate change and environmental friendliness and emission reduction; promote the role of urban areas as political, administrative, economic, cultural, social, scientific and technological centers, to be a driving force for economic development of urban areas; create favorable effect “"accumulate", "connect" and "link" closely with rural areas in regions across the country; develop rural economy in association with building new rural areas in the direction of ecological agriculture, modern rural areas and civilized farmers.

Vision to 2050: The urban system is linked to a synchronous, unified, and balanced among regions; effectively resist and adapt to climate change and sea level rise; have a worthy role and position in the Asia-Pacific urban network; being highly competitive in national, regional and international socio-economic development; build at least 5 urban areas of international stature, serving as a focal point for connection and development with regional and international networks. The urban area's economic structure is developing in a modern direction with green and digital economic sectors. Rural areas closely and harmony connect with green, clean and beautiful urban areas; living conditions and income of rural people balance with those of urban areas.

In addition, the project also provides orientations for urban and rural development in border and coastal areas combined with national security and defense; organizes technical infrastructure systems; architectural orientation, urban and rural landscape; land use orientation, landscape environmental protection, and responses to climate change; priority and important national programs and projects.



Overview of the workshop

At the workshop, representatives of ministries, central branches and specialized associations all recognized and highly appreciated the professionalism and recommendations of the consulting unit. In addition, the delegates also had many comments and suggestions: considering the scope of the project's research to rural residential areas (excluding rural residential areas); assessment the impact of urbanization on agricultural land degradation; orientations for management and development of underground space in urban centers, especially for urban centers of grade II or higher; lighting orientation in rural areas; solving problems of soil and water pollution in both urban and rural areas; assessment the impact of climate change scenarios on planning.

Concluding the workshop, Director General Tran Thu Hang thanked the experts and delegates for useful comments and said that the Ministry of Construction would coordinate and direct the consulting unit to further improve the quality and complete the project.
