Enhancement cooperation in sewerage and waste water treatment field

Vietnam's Ministry of Construction (MOC) and Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) jointly organized the 15th Periodic Meeting on Technical Cooperation in the field of sewerage and wastewater treatment on August 25th. Under the authorization of leaders of the two ministries, the Director of the Department of Technical Infrastructure (MOC) Mai Thi Lien Huong and the Director of the Sewerage and Wastewater Management Department (MLIT) Matsubara Makoto co-chaired the meeting.

Since 2010, MOC and MLIT have signed a Memorandum of Understanding in the field of sewerage and wastewater treatment. Up to now, the two sides have coordinated to effectively implement many cooperation programs and projects, especially projects to support Vietnam in building and implementing a system of legal documents, responding to challenges in planning, renovating and upgrading sewerage and wastewater treatment systems, human resource development; promoting cooperation between localities and businesses of the two countries.

Over the years, the Japanese side has also sent experts to work directly at the Department of Technical Infrastructure to connect and support the Ministry of Construction to most effectively implement cooperation programs and projects between the two sides in the field of technical infrastructure.

At the meeting, the Japanese side presented Version 6 of the Underground Drilling Technology Standard for Vietnam (Red Book). This publication consists of 7 Chapters with contents on design standards for jacking technology; standard jacking drilling technology; standard pipe drill jack; standard manhole assembly; standard manhole iron cover; standard operating instructions and technical documents.

Representatives of Vietnamese and Japanese urban governments exchanged and shared experiences in building and developing technical infrastructure for sustainable sewerage and wastewater treatment and also suggested future cooperation directions.

Emphasizing the importance of building and perfecting institutions and policies in the field of drainage and wastewater treatment (and other fields under the role and functions of State management of the Ministry of Construction) Director General Mai Thi Lien Huong suggested that Japanese partners prioritized to support Vietnam in the best implementation of the contents related to this work; closely coordinate with the Ministry of Construction and localities of Vietnam to more effectively implement cooperation programs and projects between the two sides; strengthen the cooperation relationship between MOC and MLIT in particular and between the Governments of the two countries in general.

At the meeting, with the witness of leaders of a number of units under the Ministry of Construction, representatives of the Embassy of Japan, JICA and local authorities of the two countries, Director General Mai Thi Lien Huong and Director Matsubara Makoto signed the Minutes of the Meeting to further strengthen technical cooperation in the field of sewerage and wastewater treatment between the two countries in the coming time.
