Vietnam - Japan strengthen cooperation in the field of drainage and wastewater treatment

The 14th regular meeting on technical cooperation in the drainage and wastewater treatment sector was held in Hanoi by the Vietnam Ministry of Construction (MoC) in cooperation with the Japan Ministry of Land, Infrastructure, Transportation and Tourism (MLIT) on March 25th in online form.

On Vietnam side, there were leaders of relevant departments and agencies under the MoC, Second Secretary of the Embassy of Japan in Vietnam TORIYAMA Jin; Deputy Chief Representative of JICA Office in Hanoi KITAMURA Shu; representatives of provinces and cities: Hanoi, Hai Phong, Quang Ninh, Kien Giang, Nghe An at the meeting. On Japan side, there were leaders of MLIT Drainage and Wastewater Management Department; Representatives of Yokohama, Osaka, Kitakyushu, Shiga and Kobe provinces that have been implementing cooperation projects in the drainage and wastewater treatment field in Vietnam at meeting. Director of Technical Infrastructure Department under the MoC - Mai Thi Lien Huong, and Director of Drainage and Wastewater Management Department under MLIT - Ryuji UEMATSU, co-chaired the meeting.

The whole meeting

Since 2010, two ministries signed the first Memorandum of Technical Cooperation in the field of water drainage and wastewater treatment with priority targets supporting the improvement of the legal system, planning on drainage, urban inundation prevention, wastewater and waste sludge treatment technology… On the basis of the Memorandum of Understanding, the two ministries held 13 regular bilateral meetings to evaluate the implement activities and agree next activities in the coming time.

In addition, bilateral cooperation projects between provinces (Hai Phong City and Kitakyushu City; Ho Chi Minh City and Osaka City; Hanoi City and Yokohama City; Kien Giang Province and Kobe city, Quang Ninh province and Shiga province) was deployed and achieved many outstanding results.



Director of Technical Infrastructure Department under the MoC Mai Thi Lien Huong, and Director of Drainage and Wastewater Management Department under MLIT - Ryuji UEMATSU signed a Memorandum of Cooperation to strengthen cooperation in the field of Drainage and Wastewater Treatment between Vietnam and Japan.

Mr. UEMATSU Ryuji thanked leaders of the Ministry of Construction, the Department of Technical Infrastructure and the departments and agencies under the Ministry of Construction of Vietnam for close coordination with MLIT in the implementation of programs and projects between the two sides over the past time and also said that, two sides would discuss the results achieved as well as the future direction, and believed the friendly cooperative relationship between Vietnam and Japan would be increasingly developed in the future.

At the meeting, the two sides discussed and evaluated the cooperation results related to 5 priority areas agreed in the latest cooperation memorandum signed on March 6, 2017 including: supporting the development and implementation of the system of legal documents; respond to challenges in planning and implementing drainage and wastewater treatment systems; human resource development; cooperation between cities and enterprises of  two countries; implementing the Vietnam Sewerage Center Project.

From April 2021 to March 2022, the two sides agreed to strengthen coordination and focus on the following key activities: The Draft Circular regulates technical infrastructure works for wastewater collection and drainage in urban centers and residential areas; research policies to attract investment in the drainage sector; strengthening the legal framework in Vietnam, including the Law on Drainage, revising the Vietnamese Standard of Jacking Pipe (Red Book); assessment towards the formation of projects in the Vinh city and other localities.

Concluding the meetings, Ms Mai Thi Lien Huong expressed technical experience of experts along with the support of technology and resources from Japan would contribute significantly to improve the system of technical infrastructure works, drainage management, wastewater treatment, and inundation prevention for urban areas in Vietnam.
