Allowing the Government to approve the feasibility study report for Phase 2 of the Long Thanh International Airport project (Dong Nai) without requiring submission to the National Assembly will facilitate earlier investment research and save time and costs.

On the afternoon of December 2, the National Assembly Standing Committee gave its opinion on adjusting the content of Resolution No. 94 of the National Assembly on the investment policy of Long Thanh International Airport.

Presenting the report, Deputy Minister of Construction Pham Minh Ha said that the Government proposed that the National Assembly consider and adjust the content of Clause 6, Article 2 of Resolution No. 94 in the direction of: "Allowing the Government to organize the approval of the feasibility study report for phase 2 of the project according to its authority without having to report to the National Assembly for approval".

Stating the reason for the need for adjustment, Deputy Minister Pham Minh Ha said that according to the 2014 Law on Public Investment (Clause 1, Article 44), the Prime Minister decides to invest in important national projects which has been decided by the National Assembly without having to go through the National Assembly before deciding to invest.

“However, because the Long Thanh International Airport project is exceptionally large in scale, highly complex, and being implemented for the first time with no clearly defined investment, based on Resolution No. 49/2010 of the National Assembly on important national projects and works submitted to the National Assembly for investment policy decision, the National Assembly requested in Resolution No. 94 as follows: "The Government directs the preparation of a feasibility study report for each stage of the project and reports to the National Assembly for approval before deciding on investment".

Regarding the implementation of the second phase of investment research, according to the Government's submission, based on the forecast of transport demand, the first phase feasibility study report of the project estimates the time for research and investment in the second phase (including the third runway and the second passenger terminal) from 2028 to 2032.

However, with the GDP growth scenario set out from 2026 reaching double digits, the passenger volume through airports in general, especially Long Thanh International Airport in particular, will increase faster than previously forecast. Therefore, it is necessary to organize the second phase of investment research earlier than expected.

In addition, the study of investing in the third runway in phase 2 will take advantage of the existing workforce, machinery and equipment of the contractors currently on sitte, thereby saving time and costs, shortening progress and improving construction investment efficiency; at the same time, contributing to minimizing impacts on port operations such as dust and noise caused by construction activities in phase 2.

According to the approved investment policy and planning, phase 2 is expected to invest in one runway, one passenger terminal with a capacity of 25 million passengers/year and synchronous works to meet the exploitation needs.

Based on the organization and investment form of the component projects of phase 1, the Government plans to assign ACV as the investor of essential works and other works of phase 2 (third runway, taxiway system, aircraft parking lot, passenger terminal, etc.). VATM is the investor of works ensuring flight operations of phase 2 (DVOR/DME station, surveillance radar system, weather radar, etc.).

"The National Assembly's permission for the Government to organize the approval of the phase 2 feasibility study report under its own authority without having to report to the National Assembly for approval will enable the Government proactively organize research, appraisal, and approval of the phase 2 feasibility study report, in line with the policy of decentralization," said Deputy Minister Pham Minh Ha.

Reviewing this content, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that the Standing Committee of the Committee found that the Government's proposal was well-founded, consistent with current legal provisions, and promoted decentralization to meet the requirements of national development in the new era.

The Standing Committee of the Committee agreed with the Government's proposal to present the content of the proposal in the resolution of the 10th session of the 15th National Assembly.

In addition, some opinions suggested that the Government take responsibility for the proposed content, ensuring the correct progress, quality, and investment efficiency of the project.

Concluding the meeting, Vice Chairman of the National Assembly Vu Hong Thanh said that the National Assembly Standing Committee agreed to submit the project to the National Assembly for consideration and comments as proposed by the Government. He also added, this would create conditions for organizing the investment research phase 2 earlier, saving time and costs, shortening the progress and improving the efficiency of project investment.

The National Assembly Standing Committee requested the Government to direct ministries and branches to coordinate with the People's Committee of Dong Nai province to fully absorb the opinions of the National Assembly Standing Committee, the preliminary review opinions of the Standing Committee of the Economic and Financial Committee and the agencies of the National Assembly to continue reviewing and perfecting the necessary specific content, ensuring feasibility, within the authority of the National Assembly, and submitting the proposal to be included in the resolution at the 10th session.
