The Ministry of Construction held a training conference on the use of the information system and database on housing and the real estate market on December 5th. The conference took place in a hybrid format, with an in-person session at the Ministry’s headquarters (37 Le Đai Hanh Street, Hai Ba Trung Ward, Hanoi), combined with online sessions connected to related ministries, sectors, and localities. Deputy Minister of Construction Nguyen Van Sinh; leaders from the Ministry’s Office, the Department of Housing and Real Estate Market Management, the Information Technology Center, and the Viettel Military Industry and Telecommunications Group attended the conference.

Speaking at the training conference, Deputy Minister Nguyen Van Sinh stated that in recent times, the Government and the Prime Minister have issued numerous directives related to improving databases on housing and the real estate market. At the same time, there are also requirements for the Ministry of Construction and localities to ensure full information systems on the real estate market in a transparent, public and timely manner.
The Deputy Minister also emphasized that data on housing and real estate market is also one of the vital contents in the digital transformation and national data integration phase.
According to Sinh, the Law on Real Estate Business has provisions related to the information system, housing data and real estate market. Along with that, the Government has issued Decree No. 94/2024/ND-CP dated July 24, 2024 detailing a number of articles of the Law on Real Estate Business on building and management of information systems and databases on housing and real estate market.
He also appreciated the localities for their cooperation with the Ministry of Construction in reporting information and databases on housing and real estate markets, and said that since Decree 94 was issued, localities have implemented many contents related to the Decree well. However, there are still some localities that are still confused in the implementation process.
Therefore, the Ministry of Construction organized this training session to discuss remaining difficulties and obstacles, including issues related to professional work, technological infrastructure, and operations on the information technology system… in order to facilitate a smoother implementation process, the Deputy Minister emphasized.
On that basis, Sinh asked the Information Technology Center - the unit in charge of the IT infrastructure coupled with relevant agencies to provide guidance and discussion so that localities can fully grasp all aspects related to the information technology system on housing and the real estate market.
At the training conference, delegates heard representatives from the Information Technology Center and the Viettel Military Industry and Telecommunications Group provide instructions on how to use the shared software of the housing and real estate market information system, as well as guidance on updating and processing information and data on housing and the real estate market.

Leaders of relevant agencies and units directly addressed the difficulties and obstacles raised by the delegates.
According to the training conference program, delegates frankly exchanged, discussed and clarified the problems arising in the process of deploying and operating the information system and database on housing and real estate market. Leaders of relevant agencies and units directly answered and analyzed each content, thereby fully recording the proposals, perfecting the process and contributing to improving the effectiveness of application in practice.

Decree No. 94/2024/ND-CP of the Government provides detailed regulations on provisions of the Law on Real Estate Business regarding the development and management of information systems and databases on housing and the real estate market. The Decree clearly states that the housing and real estate market database must be developed in accordance with the National Digital Architecture Framework and the e-government architecture at the local level. The sharing of data on housing and the real estate market among relevant ministries, sectors, and localities, serving state management and administrative procedures, shall be carried out in accordance with the Government’s regulations on the management, connection, and sharing of digital data among state agencies, as well as regulations under the Law on Electronic Transactions.
The development of the housing and real estate market database is carried out in accordance with regulations on the collection of information and data; the sharing and provision of information and data; the receipt, processing, and storage of information and data; and the timelines for sharing and providing information and data on housing and the real estate market.
