Acceptance of Science and Technology Tasks carried out by the Center for Energy and Green Growth Research

On December 1st, 2025, in Hanoi, the Ministry of Construction organized an Advisory Council to evaluate and accept the results of the implementation of the Science and Technology Task "Research and evaluation of the implementation of greenhouse gas emission reduction solutions in Vietnam's Nationally Determined Contribution (NDC) for the management of the Construction sector", conducted by the Center for Energy and Green Growth Research (CEGR). Deputy Director of the Department of Science, Technology, Environment and Construction Materials Nguyen Huu Tien - Chairman of the Council chaired the meeting.

Dr. Hoàng Anh – the Task Leader stated the rationale and necessity of conducting research and evaluating the implementation of greenhouse gas (GHG) mitigation measures under Việt Nam’s Nationally Determined Contribution (NDC) within the management scope of the construction sector. He further noted that the Task focuses on assessing the implementation of GHG mitigation solutions under the updated 2022 NDC for areas managed by the Ministry of Construction, as well as identifying emission-reduction targets for each specific sub-sector.”

In addition, the Task also aims at developing a monitoring and evaluation (M&E) toolkit for 8 groups of emission reduction solutions that the Construction sector is responsible for implementing. The toolkit is designed to systematize data collection methods, assess criteria, monitor indicators and reporting requirements, aiming at ensuring transparency, consistency and feasibility in practical application at enterprises and management agencies.

Dr. Hoang Anh also presented a summary of the results achieved in implementing the three main components of the Mission, including: reviewing the implementation of emission reduction solutions in the production of construction materials and construction works; developing a set of monitoring and evaluation tools; piloting the set of indicators at a construction materials enterprise and a construction work to verify the suitability and replicability.

At the end of the implementation of the tasks, the research team recommended clarifying the inter-sectoral coordination mechanism; developing a process for evaluating emission reduction results from the grassroots to the sectoral level; and perfecting the mechanism for integrating emission reduction results into the NDC implementation report of the Ministry of Construction in the next phase.

The task also proposes a number of contents to increase the effectiveness of applying the M&E toolkit, including: adding guidance on quantitative assessment for each emission reduction measure; building a database system to monitor GHG mitigation solutions of enterprises and construction works; standardizing data collection processes to avoid data duplication or shortages; and enhancing the application of digital technology in monitoring and updating periodic reports.

At the meeting, the Council's member experts highly appreciated the seriousness and efforts of the research team; the products were fully implemented according to the contract, and the report structure was clear. However, the research team need add a summary conclusion; edit the Summary Report to be more concise and succinct; emphasize the necessity of the task in the context of NDC implementation; clearly define the evaluation method for each group of solutions; clarify the set of indicators used for each content, especially the method of determining data sources to ensure the reliability of the results.

Concluding the meeting, Council Chairman Nguyen Huu Tien assessed practical significance of research for the management of greenhouse gas emissions reduction in the Construction industry; and asked the group to fully absorb the comments and supplement the necessary contents; review and edit and promptly complete the Task Summary Report and carry out the next steps according to regulations.

The Council unanimously voted to accept the Science and Technology Task, with a rating of “Good”.
