On December 1st, 2025, in Hanoi, the Ministry of Construction held a meeting of the Advisory Council to evaluate and accept the results of the implementation of the Environmental Career Task "Investigation, survey, assessment, and building greenhouse gas emission reduction in the Construction industry by 2025", implemented by EPRO Consulting Joint Stock Company. Deputy Director of the Department of Science, Technology, Environment and Construction Materials Nguyen Huu Tien - Chairman of the Council chaired the meeting.
Reporting to the Council, Ms. Tang Thi Hong Loan - Chair of the Task said that in the context of increasingly complex and unpredictable climate change and increasingly strict international commitments on greenhouse gas (GHG) emission reduction, the Construction industry, as a sector that consumes a lot of energy and emits large emissions, has an important responsibility in implementing the carbon neutrality target.
On the other hand, the investigation and assessment of GHG emission reduction according to the provisions of the Law on Environmental Protection and Decree 06/2022/ND-CP is a mandatory requirement, serving as a basis for the Ministry of Construction to fulfill its annual reporting responsibility to the Ministry of Agriculture and Environment, and at the same time build a suitable roadmap to complete the target of reducing emissions by at least 74.3 million tons of CO₂ equivalent by 2030. Therefore, the implementation of the Task is very necessary.
The tasks focus on implementing the following contents: surveying emission reduction activities at facilities in the industry; determining baseline emission pathways; developing emission reduction reports and a set of indicators to monitor emission reduction measures; organizing assessment and verification of on-site mitigation results; synthesizing and completing reports according to regulations.

Meeting scene.
Based on the collected data, the research team has developed analytical reports for 2024-2025, serving the calculation of emissions according to IPCC guidelines and Circular 13/2024/TT-BXD. The results show that GHG emission reduction activities in the Construction sector have made remarkable progress. In 2024, the total emission reduction compared to the business-as-usual (BAU) emissions scenario is 3.25 million tons of CO₂tđ; in which the energy sector reduces 1.79 million tons.
It is estimated that in the 2022-2025 period, the total reduction will reach 14.92 million tons of CO₂tđ. The cement production group alone (the sector with the largest emissions) has reduced 2.89 million tons of CO₂tđ in 2024 and 13.86 million tons of CO₂tđ for the entire 2022-2025 period.
In addition to the positive results achieved in emission reduction, the research team also pointed out difficulties such as: many facilities do not have a system to monitor and store energy and raw material data; data is not separated by each emission reduction measure; data quality between units is uneven; the calculation of emission reduction efficiency is only reflected at the whole factory level, not detailed by each specific measure.
Upon completing the Task, the research team recommended that the Ministry of Construction continue to improve mechanisms and policies that encourage enterprises to implement high-potential emission-reduction measures, such as enhancing energy efficiency in building material production and buildings; investing in waste-heat recovery power generation in the cement industry; promoting the use of alternative fuels; and reducing the clinker ratio in cement
At the same time, it is necessary to promptly establish a unified sectoral emissions database; provide training and capacity-building for enterprises and consultants on emissions inventory and mitigation; issue an indicator system for monitoring the implementation of mitigation measures; and conduct biennial report updates to ensure transparency and accuracy.
At the meeting, experts on the Council acknowledged that the research team had dedicated significant time and effort to fulfilling the tasks and requirements under the contract. The Final Report was assessed as well-structured, employing appropriate research methods and ensuring overall quality.”
The Council asked the research team to review and supplement the table and figure annotations, further clarifying the recommendations for the next phase; ensuring consistent use of technical and scientific terminology to facilitate adoption by relevant institutions; and clearly citing the sources of all information and data in order to enhance the credibility of the Final Report and the Task’s outputs.
Concluding the meeting, Council Chairman Nguyễn Hữu Tiến affirmed that the outcomes of the Task closely align with and provide practical support for the state management responsibilities of the construction sector, especially as the entire sector enters a critical phase of its emission-reduction roadmap toward 2030. The Chairman asked the research team to fully incorporate the feedback from the Council’s expert members, promptly finalize the Final Report, and carry out the subsequent steps in accordance with relevant regulations.
The Council unanimously voted to accept the results of the implementation of the Environmental Career Task, carried out by EPRO Consulting Joint Stock Company.
