Speaking at the meeting, Minister Trần Hồng Minh assessed that in October 2025, the Ministry of Construction had basically completed most of the tasks set out in the plan. The Ministry focused on developing and finalizing draft legal documents and proposals; in particular, it concentrated on completing three draft Laws (the Law on Aviation, the Law on Construction, and the Law on Planning), ensuring the progress for submission to the National Assembly for consideration and approval at the 10th Session.
The provision of online public services by the Ministry of Construction was ranked first among ministries and sectors. The Ministry also promptly worked on the “Design of inter-level boarding schools in land border communes” in accordance with the Politburo’s conclusions and handed them over to 22 provinces and cities. Additionally, 85 new social housing projects were commenced, with a total of 89,888 units. To date, 61,893 out of 100,275 units have been completed (62%). It is expected that by the end of 2025, an additional 29,692 units will be completed, bringing the total to 91,585 out of 100,275 units (91%).
“Particularly, thanks to the decisive direction and problem-solving efforts of the Ministry’s leadership, along with the dedication of the project management units, project implementation progress has continued to accelerate, shortening the construction time even though the workload of many projects is still very large”, said the Minister.
However, Minister Trần Hồng Minh also expressed his concern that five projects under the Ministry’s management have not yet made breakthrough progress. He emphasized that greater effort is needed and that progress must be accelerated in order to complete them by December 19, 2025. These projects include: (1) Biên Hòa – Vũng Tàu; (2) Quy Nhơn – Chí Thạnh; (3) Chí Thạnh – Vân Phong; (4) Cần Thơ – Hậu Giang; (5) Hậu Giang – Cà Mau.

In addition, with the disbursement rate still low (only about 53.1%), Minister Trần Hồng Minh requested that project owners allocate professional personnel to resolve outstanding issues related to documentation, ensure efficiency in project settlement, and further accelerate the disbursement of public investment capital. He particularly emphasized the need for improvement among the six project owners with the slowest disbursement rates, including: the Mỹ Thuận Project Management Unit, the Maritime and Inland Waterways PMU, PMU 85, the Railway PMU, PMU 7, and the Civil Aviation Authority of Vietnam.
Regarding the tasks for the last two months of the year, in addition to focusing on completing the work of drafting legal documents, Minh asked the Department of Planning and Finance to speed up the procedures for preparing investment in high-speed railway projects according to the Government's direction; Review the shortcomings of the specialized transport planning system in accordance with current practical requirements to report to competent authorities for appropriate adjustments and supplements, ensuring a long-term and stable vision.
Minister requested Department of Economics - Construction Investment Management to urgently establish working groups to immediately inspect the disbursement results of projects at risk of being delayed and not completed; assign leaders of the Department to closely follow the scene to immediately remove difficulties and obstacles for investors and contractors; focus on completing procedures to start construction of projects starting on December 19.
The Department for Roads of Vietnam must focus on coordinating, guiding and removing obstacles to speed up the completion of expressway projects on the occasion of December 19, especially projects such as: Tuyen Quang - Ha Giang, Dong Dang - Tra Linh, Huu Nghi - Chi Lang...; Coordinate with the Project Management Boards to remove obstacles in documents to disburse the remaining counterpart funds.
Regarding the Lao Cai - Hanoi - Hai Phong railway project, the investment policy has been approved, the standards and regulations have been basically supplemented, on the basis of the specific mechanisms permitted by the competent authority, the investor must carry out the steps in parallel.

Minister Tran Hong Minh requested units to prepare well for the groundbreaking and inauguration of projects on the occasion of December 19.
The Minister also requested the Project Management Boards to promptly complete investment procedures, bidding, and contract signing for projects scheduled to start construction in 2025, especially projects using increased revenue sources; complete payment procedures immediately for completed volumes, without backlogs; especially for completed North-South expressway projects in the East; proactively develop response plans to objective fluctuations such as materials, weather, etc. to further accelerate the construction progress of projects to meet the required schedule, especially for projects with a completion date of 2025.
"The Railway Board and the consulting unit proactively work with localities on route directions, complete site clearance documents, and immediately report the need for additional capital in 2025 for the project to be disbursed in 2025," the Minister clearly directed.

Chief of Office Nguyen Tri Duc reported on work results in the first 10 months of the year.
Reporting at the meeting, Chief of Office of the Ministry of Construction Nguyen Tri Duc said that in October 2025, the Ministry of Construction completed legal documents and projects according to the 2025 Work Program of the Government, the Prime Minister and tasks according to assigned functions and tasks. In the management of urban planning, architecture and development, the Ministry of Construction urgently organized the survey and built the "Model design of inter-level boarding schools in land border communes" and organized the handover of model design documents to 22 provinces and cities with land border communes for reference and implementation.
On November 9, 2025, the groundbreaking ceremony for the construction of 72 inter-level primary and secondary boarding schools in land border communes took place simultaneously with 14 live and online television stations. The Ministry has actively urged localities to focus on implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period". As a result of the Project implementation, 191 projects have been completed nationwide with a scale of 128,648 apartments.
Regarding the management of construction investment and infrastructure development, the Ministry has focused on directing investment preparation work, accelerating the implementation progress of key projects and a number of other projects; directing the acceleration of the deployment of intelligent traffic management systems, automatic toll collection, and vehicle load control at the Eastern North-South Expressway Projects, striving to complete the target of 3,000km of expressway in 2025. The Ministry's leaders have increased field inspections, directed and resolved difficulties and obstacles in projects, and worked directly with contractors and Project Management Boards to direct the acceleration of project progress.
In ensuring traffic order and safety, the Ministry has directed its agencies and units to proactively coordinate with local authorities to review and implement measures to ensure safety and prevent natural disasters ahead of the rainy and stormy season for transport and construction infrastructure works, especially drainage systems along key transport routes and in major urban areas. The Ministry has also issued 10 official telegrams directing storm and flood prevention efforts, in response to storms No. 11, 12, 13, and 14, as well as the post-storm flooding situation.
