From November 16 to 17th, 2025, right before the official visit to Algeria by the Prime Minister of Vietnam, the 13th Session of the Vietnam - Algeria Intergovernmental Committee (UBLCP) took place in Algeria’s capital, Algiers.
This event not only affirmed the determination to strengthen the historic friendship, but also served as an important occasion to prepare the content of economic and scientific and technical cooperation, propose cooperation directions, and create new momentum for the bilateral relationship between Vietnam and Algeria.
The session was co-chaired by Deputy Minister of Construction of Vietnam Nguyen Tuong Van and Secretary General of the Algerian Ministry of Industry Kheireddine Ben Aissa.

Vietnamese Ambassador to Algeria, Mr. Tran Quoc Khanh and Algerian Ambassador to Vietnam, Mr. Azzeddine Bechka; representatives of the Ministries of Construction, Finance, Industry and Trade, Agriculture and Environment, Education and Training, Culture, Sports and Tourism, Science and Technology, enterprises of the National Energy - Industry Group (PVN), Vietnam Machinery Installation Corporation (Lilama), Vietnam Cement Corporation (Vicem) and many representatives of ministries, branches and enterprises of Algeria attended the meeting.
Both Heads of Delegation emphasized the special significance of the Meeting, which took place right before the visit to Algeria of the Prime Minister of Vietnam. The Meeting is expected to make a practical contribution to the success of the official visit, while creating a new motivation for promoting economic and scientific-technical cooperation between the two countries in the coming time.
In his opening speech, Head of the Algerian delegation, Mr. Kheireddine Ben Aissa, expressed his appreciation and considered the visit of the Vietnamese Prime Minister as an "important milestone". He emphasized that the visit carries strategic significance, and is an opportunity to sign a series of agreements. In particular, he expected the visit to "lay a solid foundation towards building a new strategic partnership framework" between the two countries.

For his part, Deputy Minister Nguyễn Tường Văn affirmed that this session holds “dual significance”, its outcomes not only make an important contribution to the overall success of the Vietnamese Prime Minister’s official visit to Algeria, but also serve as a basis for strongly promoting cooperation in the coming time.
This session focuses on reviewing cooperation outcomes, identifying new areas of collaboration, and agreeing on key programs and priority sectors to promote cooperation in the coming period. Bilateral trade cooperation has seen strong growth. In just the first nine months of 2025, trade turnover exceeded 450 million USD, rising by more than 200% compared to the same period last year. Algeria is currently Vietnam’s fourth-largest export market in Africa. Investment cooperation is a “bright spot” of success, with the joint oil and gas venture at the Bir Seba field operating efficiently at a capacity of 17,000 barrels per day. Vietnamese enterprises are also actively seeking new investment opportunities in Algeria in the fields of pharmaceuticals, construction, and labor supply.

At the session, both sides informed each other about their socio-economic development situations. The head of the Algerian delegation shared about Algeria’s extensive economic reforms, particularly the new Investment Law, which creates a transparent business environment and reinforces Algeria’s role as an important gateway to the African market (AfCFTA).
The two sides agreed that the Intergovernmental Committee is not only a framework for consultation but also a “practical tool” to realize their shared visions. In addition to strengthening traditional areas such as trade, oil and gas investment, and agriculture, both sides expressed the desire to expand cooperation into new, high-potential fields including industry, renewable energy, scientific research, digital transformation, innovative start-ups, tourism, higher education, construction, and transportation.
The 13th session is expected to generate strong momentum for cooperation, further deepening the traditional friendship and paving the way for a new and more robust phase of development, thereby elevating Vietnam–Algeria relations to a new height.
