Minister Tran Hong Minh and the Ministry of Construction delegation worked with leading Japanese corporations in the field of infrastructure and urban areas

During the working trip to Japan, on October 16th, 2025, Minister Tran Hong Minh and the Ministry of Construction delegation had working sessions with Oriental Consultants Global (OCG) and Tokyu Corporation to promote cooperation between the two sides in the fields of construction, transport infrastructure, urban planning and TOD (Transit-Oriented Development) model development.

At the meeting with Oriental Consultants Global (OCG), the Group’s leadership briefed Minister Trần Hồng Minh on the company’s history, technical expertise, and notable projects in Vietnam, such as: the Bến Lức - Long Thành Expressway, the Đà Nẵng - Quảng Ngãi Expressway, Nhật Tân Bridge, Hanoi Metro Line No. 2 (Nam Thăng Long - Trần Hưng Đạo), the design of Cargo Terminal No. 1 at Long Thành International Airport, the Yên Xá Wastewater Treatment Plant Project, the Ho Chi Minh City Environmental Sanitation Project, and other infrastructure projects funded by Japanese ODA, the World Bank, and ADB.

Minister Trần Hồng Minh highly appreciated the role and reputation of Oriental Consultants Global (OCG) in Japanese ODA projects in Vietnam. He also encouraged the Group to further expand its presence by becoming a strategic shareholder in domestic consulting firms such as TEDI, VNCC, and CONINCO, aiming for facilitating technology transfer, enhancing design and infrastructure management capacity, and participating in large-scale PPP projects in the near future.

At the end of the working session, Minh thanked the leaders of OCG Group for their warm welcome and wished the Group further success and continued support for projects in Vietnam.

On the same day, the delegation from the Ministry of Construction had a working session with Tokyu Corporation - a leading Japanese group in the field of public transportation and integrated urban development. At the Group’s headquarters in Tokyo, the two sides held in-depth discussions on the model of Transit-Oriented Development (TOD), with a particular focus on the exemplary TOD model in the Shibuya Station area.

Minh stated that Vietnam is currently promoting the development of urban railway systems in Hanoi, Ho Chi Minh City, and other major cities. However, challenges remain in planning and utilizing the space around the stations.

Therefore, the Ministry of Construction of Vietnam hopes that Japan will share its experience in developing dynamic TOD hubs that attract people to use public transportation, while also creating new drivers for urban socio-economic development.

Based on the proposals from the Vietnamese Ministry of Construction, Tokyu Corporation shared the Shibuya model - a leading hub of transportation, commerce, finance, and culture in Tokyo. The company also introduced its successful projects in Vietnam, such as BECAMEX TOKYU in Binh Duong New City, the KAZE Shuttle internal bus services, and a light rail transit (LRT) system study linked to smart urban development.

Expressing appreciation for Japan’s valuable experience, Minh proposed Tokyu Corporation continued to expand its cooperation and investment in TOD projects and the development of green, smart cities in Vietnam, affirming that the Ministry of Construction would create favorable conditions for the Group’s activities.

The working sessions of Minister Trần Hồng Minh and the delegation from the Ministry of Construction with Japanese enterprises demonstrated Vietnam's strong commitment to fostering strategic cooperation with Japan’s leading corporations - partners with proven capacity, experience, and international reputation in the fields of construction, urban planning, and infrastructure.

Discussions on transit-oriented urban development models, as well as initiatives on digital transformation, sustainable development, and public-private partnerships (PPP), would serve as a solid foundation for Vietnam to enhance urban quality, moving toward smart, green, and livable urban development models in the near future.
