On August 6th, at the headquarters of the Civil Aviation Authority of Vietnam (CAAV), the CAAV and the Directorate General of Civil Aviation of Türkiye (DGCA Türkiye) held a ceremony to exchange and sign a Memorandum of Understanding (MoU) on civil aviation cooperation, marking an important step forward in cooperation between the aviation authorities of the two countries.
Attending the ceremony on the Turkish side was H.E. Enver İSKURT, Deputy Minister of Transport and Infrastructure of Türkiye. The Turkish delegation was headed by Prof. Dr. Kemal YÜKSEK, Director General of the Directorate General of Civil Aviation of Türkiye, and representatives from the Ministry of Transport and Infrastructure, the Directorate General of Civil Aviation of Türkiye, and Turkish Airlines.

The Vietnamese delegation was led by Mr. Uong Viet Dung, Director General of the Civil Aviation Authority of Vietnam (CAAV), and included leaders from various CAAV departments as well as representatives from Vietnamese airlines, namely Vietnam Airlines, Vietjet Air, and Sun Phuquoc Airways.

Speaking at the ceremony, CAAV Director General Uong Viet Dung emphasized that the Air Transport Agreement between the Government of Vietnam and the Government of Türkiye, signed in 2015, had established an important legal foundation for the development of air services between the two countries. On that basis, bilateral air transport activities have made significant positive progress, contributing to the promotion of trade, investment, tourism, and people-to-people exchanges.
Speaking at the ceremony, CAAV Director General Uong Viet Dung emphasized that the Air Transport Agreement between the Government of Vietnam and the Government of Türkiye, signed in 2015, had established an important legal foundation for the development of air services between the two countries. On that basis, bilateral air transport activities have made significant positive progress, contributing to the promotion of trade, investment, tourism, and people-to-people exchanges.
The Director General of the Directorate General of Civil Aviation of Türkiye also highly appreciated the cooperation between Vietnam and Türkiye in the field of civil aviation. He noted that Vietnam holds a strategically important position in Southeast Asia and has great potential to become a regional hub for passenger and cargo transportation. In addition, relations between Vietnam and Türkiye have continued to deepen, with numerous bilateral cooperation projects having been signed and implemented. Both sides agreed to continue expanding their cooperation into other areas.
Currently, Turkish Airlines operates direct flights connecting Istanbul with Hanoi and Ho Chi Minh City, making Türkiye one of the important gateways connecting Vietnam with Europe, the Middle East, and many other regions around the world. In 2025, the airline operated more than 1,100 flights, carrying over 439,000 passengers and 31,600 tonnes of cargo. In the first six months of 2026, Turkish Airlines continued to record impressive growth, with the number of flights increasing by 37.6%, passenger traffic by 27.6%, and cargo volume by 93.9% compared with the same period last year.
The Director General of the Civil Aviation Authority of Vietnam also highly appreciated the role of the designated airlines of the two countries, particularly Turkish Airlines and Vietnam Airlines, in strengthening air connectivity and promoting cultural exchanges, trade, investment, and people-to-people exchanges between Vietnam and Türkiye.

After a period of active discussions, the two sides reached agreement to sign a Memorandum of Understanding (MoU) to enhance passenger and cargo air transport between the two countries. The MoU provides for unrestricted traffic rights of the third and fourth freedoms for passenger services, while promoting increased cargo transportation to meet growing market demand. The two sides also expressed their readiness to expand aviation cooperation into other areas of mutual interest, including human resources training, aircraft maintenance, ground handling services, airport operations, and other areas of common interest.
The two sides expressed their confidence that the effective implementation of the Memorandum of Understanding (MoU) would provide fresh impetus for the development of the aviation market between Vietnam and Türkiye, contribute to enhancing air transport connectivity, promote trade, investment, tourism and people-to-people exchanges, while also creating new opportunities for cooperation between airlines and businesses of the two countries in the time ahead.
