The 5th International Transport Summit took place in Moscow, Russian Federation, from August 2 to 5, 2026. It was jointly organized by Moscow City government agencies including the Department of Transport and Road Infrastructure Development, the Tourism Committee, and the Department of Investment and Industrial Policy and the Ministry of Transport of the Russian Federation, drawing over 200 delegates from 43 countries and territories. Deputy Minister of Construction Nguyen Danh Huy attended and delivered a speech at the summit.
The conference will consist of a Plenary Session and thematic discussion sessions, with the aim of establishing a high-level, in-depth dialogue platform and learning from Moscow’s experience in the transport sector in the following areas: infrastructure development; policymaking; digital transformation in transport operations; traffic safety; traffic management and Intelligent Transport Systems (ITS); digitalization; the application of science and technology; autonomous transportation; digital technologies; and industrial development.

Deputy Minister Nguyen Danh Huy delivered an important and highly regarded speech at the Conference.
Speaking at the Conference, Deputy Minister Nguyen Danh Huy said that the Vietnamese Government has identified modern and integrated infrastructure as one of its strategic breakthroughs. In recent years, Vietnam has made significant investments in expressways, airports, seaports, and logistics infrastructure. In urban areas, Vietnam regards urban rail transit as a strategic solution. This mode of transport can provide high-capacity public transportation services, reduce reliance on private vehicles, and support more sustainable growth.
According to Deputy Minister Nguyen Danh Huy, through this Summit, Vietnam seeks to strengthen cooperation with the Russian Federation, the City of Moscow, and international partners in research and development, technology transfer, digital transformation, green transportation, human resource development, and investment mobilization. Vietnam also welcomes businesses, financial institutions, investors, and international partners to continue working with Vietnam in developing modern transport systems and sustainable cities. Vietnam looks forward to remaining a trusted investment destination and an active partner in sharing experience, advancing technology, and developing transport solutions tailored to the specific conditions of each country.

Conference Overview.
As part of the event, the Ministry of Construction’s delegation actively participated in thematic sessions on the Development of Urban Railway Systems and Modern Passenger Transport Services and Traffic Navigation, while also conducting technical surveys of several key transport infrastructure projects in Moscow.
Also during the working visit to the Russian Federation, the Ministry of Construction’s delegation held a bilateral meeting with Dmitry Zverev, Deputy Minister of Transport of the Russian Federation, to discuss bilateral cooperation in the transport sector.
At the meeting, both sides welcomed and acknowledged the positive results achieved in bilateral transport cooperation in recent years. The two sides conducted a comprehensive review of the current state of transport cooperation and held in-depth discussions on solutions to promote logistics connectivity between the two countries in the coming period, specifically:
In the aviation sector, the two sides have promoted the establishment of direct air routes between the two countries on the basis of the Air Transport Agreement between Vietnam and the Russian Federation. To date, eight airlines including two Vietnamese carriers and six Russian carriers operate routes between Vietnam and Russia. In the first six months of 2026, air transport between the two countries recorded impressive growth, reaching approximately 1.07 million passengers, an increase of 32% compared with the same period in 2025. To further facilitate the opening of additional destinations and increase flight frequencies, the two sides agreed to step up exchanges, complete negotiations at an early date, and move toward signing a new agreement between the two Governments, as well as a new Memorandum of Understanding (MOU) between the civil aviation authorities of Vietnam and the Russian Federation. These agreements are intended to create the most favorable conditions possible for the operations of airlines from both countries.

Overview of working session.
In the maritime sector, both sides welcomed and highly appreciated the signing of the Protocol amending the 1993 Agreement on Merchant Shipping on April 1st, 2026. To date, both sides have also completed the procedures for approving the Protocol, enabling it to enter into force.
Regarding railway cooperation, Vietnam and the Russian Federation are both active members of the Organization for Cooperation between Railways (OSJD). The two sides have reached several important agreements, including increasing rail freight volumes, establishing a Vietnam-China-Russia Interagency Working Group, and maintaining the VNR-RZD permanent cooperation mechanism.
At the meeting, the two sides also agreed to step up efforts toward the early signing of an MOU on training and human resource development in the transport sector, as well as a general MoU on transport in 2026. They also agreed to organize the second meeting of the Russia-Vietnam Working Group on transport and logistics cooperation at an early date.
