On August 3rd, 2026, in Hanoi, Vietnam's Ministry of Construction and the Asian Development Bank (ADB) signed a Memorandum of Understanding (MOU), establishing a comprehensive framework for cooperation in urban development, housing, infrastructure, and sustainable transport. The partnership aims to promote green development, enhance climate resilience, and support Vietnam's commitment to achieving net-zero emissions by 2050. The signing ceremony was chaired by Deputy Minister of Construction Nguyen Tuong Van.
Speaking at the ceremony, Mr. Nianshan Zhang, General Director of the Southeast Asia Department, ADB, emphasized that the areas selected for cooperation are all critical to Vietnam's development and modernization process.

According to Mr. Nianshan Zhang, the signing of the Memorandum of Understanding not only establishes a solid framework for cooperation between the Ministry of Construction and ADB in the areas of urban development, housing, and sustainable transport, but also provides a foundation for the effective implementation of specific programs and projects in the years ahead.
Mr. Zhang reaffirmed ADB's commitment to strengthening its close collaboration with the Ministry of Construction in support of sustainable development and Vietnam's commitment to achieving net-zero emissions by 2050. He also emphasized that ADB remains to mobilizing resources and providing investment support for Vietnam's priority sectors.
In his remarks at the signing ceremony, Deputy Minister Nguyen Tuong Van expressed his appreciation for ADB's continued support for Vietnam's socio-economic development and highly valued the effective partnership between ADB and the Ministry of Construction over the years.

Van said, through the Memorandum of Understanding, the Ministry of Construction seeks to strengthen cooperation with ADB across the sectors under its mandate, with a particular focus on sustainable and climate-resilient urban development, housing development, urban planning, infrastructure, transport, and large-scale infrastructure projects.
In addition to financial resources, the Ministry also expects ADB to continue providing support through the sharing of international experience, the improvement of institutional and policy frameworks, project preparation and design, climate finance mobilization, capacity building, and the development of technical and financial solutions that are aligned with Vietnam's development needs.
