On August 21st, the Party Committee of the Ministry of Construction organized a hybrid conference (in-person and online) to disseminate Directive No. 50-CT/TW dated July 23rd, 2025, issued by the Party Secretariat on continuing to innovate and enhance the quality of Party cell activities in the new period, and to provide guidance on the use of the Party Committee’s operational document system. Mr. Dao Van Tien, Deputy Secretary in charge of the Party Committee of the Ministry of Construction, attended and delivered the opening remarks and directions.

Deputy Secretary in charge of the Party Committee of the Ministry of Construction, Dao Van Tien, thoroughly briefed the key contents of Directive No. 50-CT/TW dated July 23rd, 2025, issued by the Party Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period.
At the conference, Deputy Secretary Dao Van Tien presented a brief report on the outcomes of the 1st Congress of the Party Committee of the Ministry of Construction for the 2025-2030 term, held on August 4-5, 2025, in Hanoi. The Congress concluded successfully, followed immediately by the first meeting of the Executive Committee for the 2025-2030 term.
The Party Committee promptly developed and issued a full set of documents in accordance with Party regulations to ensure smooth and timely implementation of assigned tasks.
This created new momentum and unity among officials, Party members, civil servants, and employees to successfully implement the Congress Resolution and welcome the 1st Congress of the Government Party Committee and the 14th National Party Congress. All subordinate Party organizations and cells were assigned to study the Resolution and Action Programme and adjust their own plans accordingly.

The Deputy Secretary emphasized that on July 23rd, 2025, the Party Secretariat issued Directive No. 50-CT/TW on continuing to innovate and raise the quality of grassroots Party cell activities. After nearly eight years of implementing Conclusion No. 18-KL/TW of the 12th Party Central Committee (2017) on continuing the implementation of Directive No. 10-CT/TW (2007) on improving the quality of Party cell meetings, many positive results have been achieved. However, the quality of cell-level meetings still faces limitations, such as insufficient awareness among certain levels of Party committees and members regarding their role and importance.
To address this, the Party Secretariat has proposed several key solutions: enhancing awareness of the importance of Party cell activities; emphasizing that Party cell meetings are the most essential form of Party activity; and holding regular meetings on the 3rd day of each month across all Party organizations nationwide. The content and methods of cell-level meetings need comprehensive reform in a practical and effective manner, tailored to each unit’s characteristics. Meeting discussions must be substantive and focused on resolving the functions and responsibilities of each cell.
Party cell secretaries and committee members must fully comply with the principle of democratic centralism, ensuring the leading, educational, and disciplinary nature of Party meetings while respecting contributions from members. They must continuously improve their competence, ethics, and professional capacity. Training, experience-sharing, and skill-building activities on chairing meetings and implementing Party work should be enhanced. Digital transformation should be promoted, particularly in the use of IT applications and the electronic Party-member handbook.
The Deputy Secretary requested all Party committees and cells to continue studying Directive No. 50-CT/TW and thoroughly disseminate it to Party members and staff. The goal is to ensure that all 865 Party cells under the Ministry of Construction strictly follow regulations and improve their activities, thereby strengthening the Party from the grassroots level.

At the conference, delegates also received instructions from the Information Technology Center on accessing and using the Party Committee’s operational document system and the electronic Party-member handbook.
In closing, Deputy Secretary Dao Van Tien instructed subordinate Party committees and cells to effectively implement all directives discussed at the conference. He also requested the Office of the Party Committee to work closely with the Information Technology Center to complete the Ministry’s information systems and support the deployment of the Party’s centralized digital systems in the coming period.
