On November 21st, 2025, in Hanoi, Deputy Minister of Construction Nguyen Viet Hung chaired a meeting in person and online to review progress and propose solutions to promote disbursement of the 2025 public investment capital plan. Leaders of units under the Ministry and leaders of local Departments of Construction attended the meeting.
At the meeting, leaders of the Project Management Boards reported comprehensively on the implementation status of projects, disbursement progress and plans to complete the disbursement target of public investment capital by December 31st, 2025.

Many management boards expressed their determination to meet the committed timelines; however, the disbursement process still faces several difficulties. Therefore, the management boards proposed that the Ministry of Construction provide timely guidance and instructions to resolve existing obstacles, especially issues related to legal procedures and difficulties in site clearance at the local level, in order to ensure that the disbursement progress is not affected during the year-end peak period.
Speaking at the meeting, Deputy Minister Nguyen Viet Hung asked all units under the Ministry and the project management boards to maintain a high level of focus, mobilize maximum resources, closely monitor each work item, and resolutely address all obstacles to ensure the disbursement progress of public investment capital in 2025 meets the established targets.
The Deputy Minister affirmed that the disbursement progress of the public investment capital plan for 2025 is not only a financial task but also a key requirement to promote socio-economic development, improve investment efficiency and create growth momentum for 2026 and the following years.

For difficulties beyond the authority of the management boards, Deputy Minister Nguyen Viet Hung requested that the boards submit written reports to the Deputy Minister of Construction in charge for prompt review and resolution, avoiding prolonged backlogs that could affect the overall progress of the sector.
Hung requested that the local Departments of Construction proactively coordinate closely with the project management boards and the relevant units of the Ministry of Construction to promptly resolve on-site obstacles, especially procedures related to land, planning, and site clearance, in order to ensure the completion of the 2025 public investment disbursement plan.
