Minister Tran Hong Minh had a meeting and worked with Secretary of the Party Committee, Chairman of Shandong Expressway Group (China) Wang Qifeng on September 25th, in presence of leaders of units under the Ministry of Construction.

Shandong Expressway Group Co., Ltd. is a state-owned investment company in the infrastructure sector of Shandong province, China. It is a leading enterprise in China in the fields of roads, railways, and seaports, with registered capital of 12.877 billion USD and total assets of over 237.4 billion USD, Wang Qifeng said.

Currently, Shandong Expressway Group operates and manages 9,100 kilometers of expressways, owns six listed companies, and holds a domestic AAA and international A credit rating. In the 2024 list of the Fortune Global 500 companies, the Group ranked 412th. The Group is capable of providing comprehensive services including construction, management, maintenance, operation, development, and toll collection for roads, bridges, railways, ports, and airports.

Over the years, the Group has participated in various projects in Vietnam, such as the Hanoi – Hai Phong Expressway, the Da Nang – Quang Ngai Expressway, and infrastructure development of the An Duong Industrial Zone in Hai Phong City, achieving positive results.

Appreciating Vietnam’s strong focus on infrastructure development to boost socio-economic growth including key projects like the North–South Expressway and the North–South High-Speed Railway, Mr. Wang Qifeng and Shandong Express Group expressed their desire to participate in those.

Speaking at the working session, Minister Trần Hồng Minh stated that the Ministry of Construction is a government agency responsible for state management in the following areas: planning and architecture; construction investment activities; urban development; technical infrastructure; housing; real estate market; building materials; and land, rail, inland waterway, maritime, and civil aviation transportation nationwide.

Over the years, the Vietnamese Ministry of Construction has consistently maintained and developed sectoral cooperation with the Ministry of Transport and the Ministry of Housing and Urban-Rural Development of China. Numerous collaborative activities have been effectively implemented by both sides in the fields of state management of transport and construction, including delegation exchanges at various levels, scientific seminars, and personnel training. These efforts have made positive contributions to promoting the comprehensive strategic partnership between the two countries and have brought practical benefits to both sides.

Recently, at the invitation of China’s National Development and Reform Commission, an inter-agency delegation led by Deputy Minister of Construction Nguyễn Danh Huy -Chairman of the Vietnamese Subcommittee attended the first session of the Vietnam–China Joint Railway Cooperation Committee, held in Beijing, China, from September 23 to 24, 2025. The meeting aimed to realize the common perception of the senior leaders of Vietnam and China on strengthening cooperation and accelerating the progress of railway projects connecting the two countries, implementing the Agreement between the two Governments on cooperation in developing standard-gauge railway projects connecting Vietnam and China, Minh said.

Congratulating Shandong Expressway Group on its achievements in recent years, particularly in the field of transport infrastructure development, Minh expressed his belief that with the Group’s experience, capabilities, and available resources - especially following the recent signing of the strategic cooperation agreement between Shandong Expressway Group and the Vietnam Railway Construction Corporation (RCC),  the Group could expand its cooperation and investment in key infrastructure projects in Vietnam.

The Vietnamese Ministry of Construction is willing to support and create favorable conditions for capable Chinese enterprises, including Shandong Expressway Group, to participate in the investment and development of urban infrastructure, transport infrastructure, and other projects in Vietnam, Minh emphasized.
