On September 18th in Moscow (Russian Federation), the Ministry of Construction delegation led by Deputy Minister Pham Minh Ha had a working session with Rosstandart - the Russian Federal Agency on Technical Regulation and Metrology.
The meeting saw the participation of representatives of state management agencies, training and research institutions in the field of standards and regulations; representatives of the Vietnamese Embassy in the Russian Federation; Mr. Anton Shalaev - Executive Director; Mr. Andrei Kopytin - standards expert in the field of construction; Mr. Denis Pavlov - construction standards expert specializing in nuclear power and Ms. Arina Phedorovskaia - in charge of foreign affairs.

The working delegation of the Ministry of Construction was led by Deputy Minister Pham Minh Ha and leaders and staff of Rosstandart - the Russian Federal Agency on Technical Regulation and Metrology.
At the meeting, CEO Anton Shalaev briefly introduced the functions and tasks of Rosstandart, and proposed to support Vietnam and the Ministry of Construction in training experts, transferring standard documents, as well as organizing conferences and seminars to introduce the Russian standard system.
Rosstandart side stated that in order to apply foreign standards in Russia (not only in the field of construction), the entire document must first be translated into Russian and submitted to a council of leading experts for review, evaluation, and comparison with the existing technical criteria of Russia. After being approved, the standard is integrated into the database and officially implemented.
Deputy Minister of Construction Pham Minh Ha thanked Rosstandart for sharing valuable information and expressed his interest in learning about the experiences, advantages, and challenges of applying international standards in harmonization with Russian standards.
Ha proposed Rosstandart to provide contact points with experts and scientists in the fields of construction and transportation so that Vietnam can engage in in-depth exchanges, thereby facilitating a more effective and efficient process of standard implementation.
He also highly appreciated the proposals to support training and capacity building for Vietnamese officials, experts, and scientists, as well as the collaboration with universities and research institutes to organize training courses for systematic access to the Russian standards system.
The Rosstandart representative pledged to assist Vietnam in accessing the Russian standards system, based on the traditional friendship between the two countries. They also proposed to establish a committee or liaison board consisting of experts from universities and research institutes to facilitate information exchange, share experiences, and address challenges in applying international standards to practical conditions.
Concluding the meeting, Deputy Minister Ha thanked Rosstandart for their warm reception and assigned the Institute of Construction Science and Technology to serve as the focal point for research and communication with the Russian side, as well as to promptly respond to relevant matters.
He also looks forward to strengthening long-term cooperation with Rosstandart in the research and development of technical standards in related fields.
