Position, function:

Technical Infrastructure Agency is an organization belong the Ministry of Construction, performing the function to advise and assist the Minister State management and law enforcement in the field of urban infrastructure and industrial parks, economic zones, high-tech zones (hereinafter referred to as industrial parks), including urban water supply, drainage and industrial zones; management solid waste in urban, industrial parks, manufacturing facilities building materials; urban lighting, urban green; cemetery management (except for martyrs cemetery); transport infrastructure urban; management urban underground construction; manager of use together technical infrastructure urban; organizations implement programs and projects in infrastructure sector by the Ministry of Construction is managing agencies or investors follow the assignment, authorized by the Minister.

Technical Infrastructure Agency have legal status, the seal for the transaction, open an account at the State Treasury and the bank as prescribed by law.

Duties, powers:

1. Urban water supply, drainage and industrial parks:

1.1. Building orientations, strategies, programs, national targets on water supply and drainage in urban areas, industrial zones and economic zones key for Ministry submit to the Prime Ministry approved; guide the implementation after approval;

1.2. Building for Ministry submit to the competent authority issued or Ministry promulgated under the authority of the technical norms, national standards, the economic-technical norm of water supply, drainage; regulations, procedures on formulation, appraisal, approval of water supply planning, drainage planning; the policies developed urban water supply, urban drainage, industrial parks and economic zones key; guide, inspect the implementation after approval;

1.3. Established, assessment for Ministry submit to the Prime Ministry for approval or Ministry approved by authorization of the Prime Minister the water supply planning , planning of regional water drainage, key economic areas; guidance, inspect the implementation plan after approval;

1.4. Evaluation of water supply planning, drainage planning of special cities for Ministry submit to the Prime Ministry approved; research, drafting comments submit to Ministry on water supply planning , planning of regional water drainage, water supply planning, planning of regional water drainage of the city 's centrally is urban grade I by the local proposed to Ministry of Construction for comments as prescribed by law;

1.5. To chair, coordinate with relevant agencies research, drafting submitting to Moinistry the documents to verify or comment on the investment project for construction of water supply and drainage by ministries, local proposed to Ministry of Construction for verification or comment as prescribed by law;

1.6. To cooperate with other organizations and individuals in the country and abroad in the field of water supply and drainage; organizing investment promotion activities, exercise, exploitation of resources for the development of water supply, drainage water; guide and manage the implementation of investment projects for construction of urban water supply and urban drainage, provincial regions, key economic regions as designated by the Minister;

1.7. Guide to the application of modeling technology, model management systems of water supply and drainage in accordance with the size and characteristics of urban, industrial; management, exploitation, maintenance the system of water supply and drainage in urban and industrial areas;

1.8. Coordinate with the relevant units of the Ministry, the Ministry of Finance, Ministry of Agriculture and Rural Development guiding principles, methods of determining water consumption rates, water rates promulgated frame, price and service pricing of water services; inspection, monitoring implementation.

2. Regarding solid waste management generally:

2.1. Develop strategies, programs, national targets for solid waste management for the Ministry submit to the Prime Ministry approved; guide the implementation after approval;

2.2. Develop for Ministry of Construction submit to the competent authority issued or the Ministry promulgated under the authority of regulations on formulation, appraisal, approval of solid waste management plan; the mechanisms policy to encourage investment in waste management solid, the technical norms, national standards, the economic - technical norms for management of solid waste; guide, inspect the implementation after approval;

2.3. Established, assessment for the Ministry submit to the Prime Ministry for approval or the Minisstry promulgated under the authority of the Prime Minister regional planning of the management of solid waste, the key economic regions; guide, inspect the implementation of the plan after approval;

2.4. Evaluation of plan of management of the solid waste of the central cities is grade special for the Ministry submit to the Prime Ministry approved; research, drafting documents propose to Minister comments for planning solid waste management of the city by people's Committees of centrally is a grade I suggest the Ministry of Construction comments as prescribed by law;

2.5. Guide, inspect the preparation and management of planning the construction of solid waste disposal facilities, the method of preparation and management of services cost to collect, transport, solid waste processing; organizing activities investment promotion and direct, guide the implementation of investment projects in the construction of solid waste disposal facilities provincial regions, key economic regions as assigned by the Minister;

2.6. Coordinate with relevant Agencies of the Ministry of Natural Resources and Environment guiding the recovery, reuse area, conversion of using and environmental monitoring facilities solid waste disposal at the end activities;

2.7. Coordinate with relevant Agencies of the Ministry of Science and Technology, Ministry of Natural Resources and Environment in the assessment and recognition of solid waste treatment technologies newly research and applied for the first time in Vietnam.

3. In urban lighting, urban trees:

3.1. Develop strategies to develop urban lighting and urban trees for to the Ministry submit to the Prime Minister approved; guide the implementation after approval by the Prime Minister;

3.2. Develop for Ministry submit to the competent authority issued or the Ministry promulgated under the authority of the technical norms, national standards, the economic - technical norms of lighting and urban trees; the regulations on setting up, appraisal, approval of urban lighting planning; mechanisms policy to encourage development of lighting and urban trees; guide, inspect the implementation after approval;

3.3. Evaluation of urban lighting planning of central cities as special urban for the Ministry submit to the Prime Ministry approved; research, drafting documents proposed to the Minisry comments reference plan of urban light of the city by people's Committees of central city is a grade I suggest the Ministry of Construction comments as prescribed by law;

3.4. To chair, coordinate with relevant Agencies of the Ministry guide the method setting up and managing urban lighting costs, the cost of maintaining public trees used in urban; guide, inspect provisions of the law on management of urban lighting, management of urban trees on a nationalwide.

4. Regarding the management of the cemetery (except martyrs cemetery) :

4.1. Develop for Ministry submit to the competent authority issued or the Ministry promulgated by competent technical norms for cemetery construction, national standards for construction cemetery; guide, inspect the implementation of the provisions law on planning and construction activities, renovation, expansion, closure, relocation of cemeteries;

4.2. The appraisal for Ministry submit to the Prime Minister approving the planning of cemeteries of special urban; research, drafting documents submitted to the Minister comment on the planning of cemetery of the city by People's Committees of central cities is a grade I suggest the Ministry of Construction comments as prescribed by law;

4.3. Guide, inspect the management and use of cemeteries; guidance methods of setting up and management cost of services cemeteries.

5. Regarding structure of infrastructure urban transport:

5.1. Guide the formulation, appraisal, approval of urban transport planning and the content of traffic planning in urban plans; inspect the building structure of infrastructures urban transport follow the urban planning and urban transport planning has been approved by the competent authority;

5.2. Evaluating urban transport planning of central cities as special urban for the Ministry submit to Prime Minister approved; research, drafting documents submitted to the Minister comments for urban transport planning of the city by People's Committees of central cities is a grade I suggest the Ministry of Construction comments as prescribed by law;

5.3. To chair, coordinate with relevant Agencies belong the Ministry of Transport, building for the Ministry of Construction submit to the competent authority issued or the Ministry promulgated under the authority the norms of technical infrastructure to build urban transport; provides for the decentralization, urban road classifications, national standards infrastructure construction of urban traffic;

5.4. Coordinate with relevant agencies of the Ministry of Transportation guide for management using, exploitation, maintenance of urban roads;

5.5. Coordinate with the ministries related for the Ministry submit to the competent authority issued or the Ministry promulgated under the authority mechanisms, policies to encourage investment in infrastructure development of urban transport; guide inspect the implementation after approval.

6. Regarding the management of urban underground construction :

6.1. Building orientation, strategic development of urban underground construction to suit each stage of economic-society development of the country for the Ministry submit to Prime Minister approved; guide the implementation after the Prime Minister approval;

6.2. Guide, inspect the formulation, appraisal, approval and management of implementation planning of urban underground construction;

6.3. Building for the Ministry submit to the competent authority issued or the Ministry promulgated under the authority the technical norms for construction of unrban underground, national standards, the economic - technical norms on construction of the public underground infrastructure and urban underground engineering; guide the implementation guidelines after approval;

6.4. To chair, coordinate with relevant agencies of the ministries, ministerial-level agencies, building for the Ministry submit to the competent authority issued or the Ministry promulgated under the authority regulations on management of construction, mining underground project and the underground laying of wires, cables in urban guide implementation after approval;

6.5. Coordinate with ministries, ministerial-level agencies building mechanisms, poplicy incentives, support to encourage investment in the construction of urban underground works for the Ministry submit to the Prime Minister for approval; Guide the implementation after approval.

7. Regarding the management of the common uses of urban infrastructure :

7.1. Guide, inspect the formulation, appraisal, approval of urban planning related to the determination of the technical infrastructure for common use;

7.2. To chair, coordinate with ministries, ministerial-level agencies, building for the Ministry submit to the competent authority issued or the Ministry promulgated under the authority the technical norms, national standards, the economic - technical norms on the construction of urban infrastructure for common use, the provisions of the common uses of the urban infrastructure; guide the implementation after approval;

7.4. Coordinate with relevant agencies of the Ministry and the Ministry of Finance guiding control principle and method of determining renting price, frame of renting price technical infrastructure common use; inspect, supervising the implementation out.

8. On the other tasks in the fields of infrastructure :

8.1. Guide, inspect the local in the investment of construction and management, effective exploitation of the system technical infrastructure;

8.2. To cooperate with organizations, individuals at home and abroad in the field of technical infrastructure; to organize activities to promote investment in construction and development of technical infrastructure systems; campain, mining, coordination of domestic and foreign resources for investment in construction and development of national system of technical infrastructure as assigned by the Minister;

8.3. Guide, support local authorities in coordinating, managing the implementation of investment in technical infrastructure development as assigned by the Minister. Organizations manage investment projects, technical assistance projects or programs developed technical infrastructure at national, inter-regional level, the regional level by the Ministry of Construction 's managing agency or investor ;

8.4. To chair, coordinate with the relevant units of appraisal, evaluation of investment projects to build technical infrastructure as assigned by the Minister;

8.5. Organization research topics of science and technology, the economic activities of the project; research and application progres of science and technology; technology transfer in the field of technical infrastructure. Building, management development laboratory specialized in the field of technical infrastructure;

8.6. Subscribe, synthesis, evaluation, reporting on management and development in field of technical infrastructure in the country; building and management system database, provides information on the field technical infrastructure;

8.7. Drafted documents for the Ministry submit to authority issued or the Ministry promulgated under the authority mechanisms, policies to encourage the development of public services in the field of technical infrastructure; guide, inspect the organization implement public service in the field of technical infrastructure activities as prescribed by law;

8.8. Executive forums, conferences, scientific seminars at national, international level, operations training enhance capacity, application of progres science and technology in the field of technical infrastructure.

9. Management of organizational structure, staffing, implementation of salary and other policies, emulation, reward and discipline of officers, officials and employees of the the Agency in accordance with law and with the Ministry of Construction.

10. Financial management, properties allocation and implementation of the state budget is allocated, the management of revenue-generating activities in accordance with law and with the Ministry of Construction.

11. Chief of Technical Infrastructure Agency has right :

11.1. Require agencies and organizations active in the field of state management of the Ministry to provide data and documents necessary for the implementation of the field work of the Agency;

11.2. Signing several administrative documents, instructions of professional services on behalf of the Chief of Agency and used seal as prescribed by law;

11.3. Ministers are authorized to sign several of documents about the field of work of the Agency in accordance with the working regulations of MOC.

12. Perform other duties, powers as assigned by the Minister.

Structure:

1.5. Division of Solid Waste Management;

1.6. Center of Research Infrastructure Development;

1.7. Project Management Unit Development Technical Infrastructure.

Center of Research Infrastructure Development and Project Management Unit Development Technical Infrastructure is the income generating units belong the Agency, have the seal in the prescribed form to the transaction, to open accounts at the State Treasury and the bank by mandate, decentralized financial-accounting management of the Chief of Technical Infrastructure Agency and as prescribed by law.

The units belong the Agency have heads, some deputies and officials, professional employees.

The establishment, reorganization, dissolution and appointment, dismissal, demotion Chief of Division belong the Technical Infrastructure Agency decided by Minister on the proposal of the Chief of the Technical Infrastructure Agency and the Head of Department of the Organization and Personal Department.

2. Leadership:

2.1. Technical Infrastructure Agency has Chief and Deputy Chief;

2.2. Chief and Deputy Chief of Agency appointment, dismissal or demotion by Minister of Construction in accordance with the Party and the law;

2.3. Based on the functions, tasks, powers and organizational structure of the Technical Infrastructure Agency, the Chief of Agency is responsible for the planning stages, identify staffing needs of the Technical Infrastructure Agency, build and working regulations issued by the Technical Infrastructure Agency; regulating functions, tasks, powers and organizational structure of the division; clearly define authority and responsibility of each individual in the Technical Infrastructure Agency and report to the Minister.

2.4. Chief of Agency to appoint, dismiss the deputy positions of subordinate units in accordance with the law of the Party, after obtaining the approval of the Minister of Construction;

2.5. Chief of Agency is responsible to the Minister and the law on the entire operation of the Technical Infrastructure Agency, Deputy Chief of Agency is responsible to the Chief of Agency and the law on the areas assigned.
