On April 16th, 2026, in Ha Noi, Deputy Minister of Construction Nguyen Tuong Van held a meeting with a high-level business delegation from the US-ASEAN Business Council, co-led by Penny Burtt, President of Boeing Southeast Asia and Mr. Vu Tu Thanh, Acting Regional Managing Director and Head of USABC's representative office in Vietnam, to discuss strengthening cooperation in transport infrastructure, urban development, and logistics.
Speaking at the meeting, Penny Burtt thanked Deputy Minister Nguyen Tuong Van for taking the time to receive the delegation, and congratulated Vietnam on having recently consolidated its new-term Government, entering a new phase of development with high expectations.

Penny Burtt stated that the high-level business delegation of the US-ASEAN Business Council this time included representatives from 52 leading U.S. companies, demonstrating strong interest and a desire to strengthen long-term cooperation with Vietnam, particularly in key infrastructure sectors such as airports, seaports, railways, urban development, and transportation.
According to Penny Burtt, Vietnam is emerging as an important hub in regional and global supply chains; therefore, investment in the synchronized development of infrastructure systems is of special significance. U.S. companies are ready to share experience, transfer advanced technologies, and participate more deeply in infrastructure projects in Vietnam. Among these, the aviation sector is considered to have strong development potential, but requires comprehensive solutions to improve operational efficiency.

Penny Burtt, President of Boeing for Southeast Asia, delivered a speech at the meeting.
Ms Burtt recommended that Vietnam study ways to optimize airspace management and utilization to facilitate the expansion of both international and domestic flight routes, while continuing to invest in and expand the airport system to meet the rapidly growing demand of the market.
At the meeting, Vu Tu Thanh also emphasized Vietnam’s increasingly important role in the region, and affirmed that the US-ASEAN Business Council would continue to serve as a bridge to promote cooperation between the U.S. business community and Vietnam’s ministries, sectors, and localities, including the Ministry of Construction. In addition, U.S. companies also focused on cooperation and development of seaport infrastructure, railways, and smart, sustainable urban projects in Vietnam.

Speaking at the meeting, Deputy Minister Nguyen Tuong Van welcomed the high-level business delegation from the US-ASEAN Business Council to visit and work with the Ministry of Construction, and expressed appreciation for the strong interest and practical cooperation proposals from U.S. enterprises.
Van added, The Ministry of Construction expressed its desire to strengthen cooperation with U.S. enterprises in the development of transport infrastructure such as airports, seaports, and railways, as well as in sustainable urban development, construction materials, digital transformation, and the training of high-quality human resources.

Regarding the proposals from US businesses, Deputy Minister Nguyen Tuong Van acknowledged them and stated that he would assign relevant units to compile, research, and consider them during the policy refinement and implementation process. He also emphasized that the Ministry of Construction is ready to act as a focal point for exchange and support to businesses within the framework of its assigned functions and duties.
Van expressed his hope that US businesses would continue to strengthen the sharing of international experience, propose specific and feasible solutions to contribute to improving the quality of planning, design, construction and operation of infrastructure projects in Vietnam; and focus on cooperation in training and developing human resources, thereby further enhancing the capacity of the construction industry.
During the meeting, both sides agreed to continue maintaining close exchanges and coordination to concretize cooperation opportunities, contributing to promoting the increasingly substantive and effective development of Vietnam-US economic and trade relations, and making a positive contribution to Vietnam's sustainable development process.
