The inclusion of this topic in the monitoring programme of the National Assembly is topical because the National Assembly is consulting on the draft Housing Law (amended), the draft Land Law (amended) and the draft Law on Real Estate Business (amended).
During the process of the National Assembly deputies discussing and commenting on the above-mentioned law projects, it has been shown that there are still many issues that need to be further researched and taken from real life, from actual activities of housing, land, land management, planning, and construction investment. The orientation of social housing development in line with reality, without policy abuse, is currently an important issue.
Social housing policy is a major policy of our Party and State. Many years ago, the State implemented a policy of housing distribution for officials, workers and employees of state agencies and units. However, the housing subsidy policy has been abolished. Since then, the concept of social housing has attracted people's attention and is considered one of the highlights of social security policy.
Accordingly, the State will promulgate mechanisms and policies for tax exemption, reduction; exemption and reduction of land use fees; long-term credit land rents with preferential interest rates; other financial mechanisms and support the implementation of social housing policies.
However, in the process of implementing social housing development, there are still many inadequacies and difficulties, in accommodation for people, especially for beneficiaries of actual social housing policies. There are still many problems that have not met the legitimate aspirations of the beneficiaries.
In addition, the criteria and methods of determining the target audience for social housing are still inconsistent and unconvincing, causing people and public opinion to have different views.
The above situation is not new, but the solution to handle it is still not drastic and encounters many difficulties and inadequacies.

From there, it is necessary to identify the right beneficiaries, to minimize the profiteering from social housing policy support. This is also content that the National Assembly's thematic supervision team needs to focus on researching and reviewing from reality.
Supervision of social housing development means that the National Assembly needs to monitor many issues and contents surrounding this area. These are Living spaces of social housing quarters, including external characteristics and conditions of the building, trees, pollution levels, and maintenance standards; social environments, such as ensuring social safety and order, education level, consciousness and lifestyle of people in social housing areas.
In addition, it is necessary to supervise the development and management of public facilities, such as markets, restaurants, sports areas, playgrounds, cultural venues, traffic connectivity, etc.
In the implementation of this monitoring topic, the National Assembly's thematic supervision team needs to select the problems they are facing, and the areas that are considered for developing social housing, to carry out the work. In addition, conducting thematic supervision is also detecting and handling violations related to social housing management, for timely adjustment and handling.
