Duties, powers:
1. On the construction activities:
1.1. 1.3. To guide, inspect the evaluation, approved the basic design, technical design, construction design, cost estimates for construction; appraisal, verification of design basis, technical design, construction design of construction work as assigned under the Ministry of Construction as prescribed by law; coordinate implementation of the evaluation, verification of estimates of construction projects as assigned the Minister;
1.4. Monitoring, inspection, rating of the construction activities under the authority of the management of Ministry; guide, inspect, check the implementation of investment important national key projects as prescribed by law; to perform the tasks, powers of invester for the construction project important national key projects assigned by the Minister. Perform the tasks standing working group to assist the State Steering Committee for the project construction investment is important, the key national projects;
1.5. Build for submit to the Ministry of Construction issued by the competent building permit form; guide the issuance, amendment, renewal, revocation of permits for construction and management in order to build a building permit; research, proposals in writing for Ministry to suspend the construction or proposed provincial people's Committees shall direct suspend construction and handling of violations or revocation of the building permit detection of improperly licensed or prescribed violation of building regulations on management in order to build a building permit;
1.6. To guide, inspection the selection of contractors in construction activities in accordance with the Building Code and the law on bidding; guidelines for evaluating the results of implements of Contractor's as prescribed by law;
1.7. Guiding the implementation regulations of foreign consultants in construction activities in Vietnam and the grant and revoke licenses of contractors for foreign contractors in construction activities in Vietnam; receiving and verifying documents for the Minisstry to decision to grant, revoke bid's licenses for foreign bidders is the organizations undertaking the project packages of group A and the other packages in the area of two or more provinces;
1.8. Guide, inspect the implementation of the provisions of law for practicing the capability of individuals and the capability building activities of organizations involved in the construction activities. Certification for personal practice and certification of construction activities for the organization as prescribed by law;
1.9. To chair, coordinate with the relevant agencies to build for the Ministry promulgated under the authority of training curriculum, professional training of the construction activities, the examination regulations for the issuance of certificates of professional construction activities, setting the form prescribed practicing certificate construction activities; guide, inspect the supply and management of a practicing certificate in construction activities. Certificated examination to practice construction activities for the organization as prescribed by law;
1.10. Building a database, updated and published and providing informations on the capacity of organizations, individuals building consultancy, contractor activities in construction on a national scale, including foreign contractors in construction activities in Vietnam.
2.1. To chair, coordinate with the relevant units of the Ministry of Labor, War Invalids and Social Affairs to research for the Ministry submit to the competent authority issued or Ministry promulgated by competent authrity technical norms and legal documents on Safety building techniques;
2.2. Develop list of machines, equipment, supplies have strict requirements on labor safety specific to the construction industry suggested the Ministry of Labor, War Invalids and Social Affairs issued uniform;
2.3. Research, building for the Ministry of Construction submit to the competent authority issued or the Ministry promulgated accreditation process for the plant and equipment required strict safety characteristics Construction sector after obtaining the approval Ministry of Labor, War Invalids and Social Affairs;
2.4. To chair, coordinate with the relevant units of the Ministry of Labor, War Invalids and Social Affairs research, building for the Ministry of Construction submit to the competent authorities for promulgation or the Ministry promulgate according to the competence authorities the criteria, operating conditions of the accrediting organizations for machinery, equipment and strict requirements on labor safety characteristics Construction sector; guide the implementation after approval;
2.5. Guide, inspect the implementation of the provisions of the law on safety of machinery, equipment and supplies have strict requirements for safety under in the field of state management of Ministry;
2.6. Guide, inspect the technical safety of construction to ensure the safety of workers , construction equipment, building and neighboring buildings; to coordinate with relevant units of Ministry of Labor, War Invalids and Social Affairs handling the violation; guide unsafe techniques in construction works as prescribed by law.
3. Organization executive forums, events, conferences, scientific seminars nationally, internationally, of training, retraining and advanced training the management capacity and application of scientific advances techniques in the field of construction activities.
4. Management of organizational structure, staffing, implementation of salary and other policies, emulation, reward and discipline of staffs, officers, officials and employees of the the Agency in accordance with law and with the Ministry of Construction.
5. Financial management, properties allocation and implementation of the state budget is allocated, the management of revenue-generating activities in accordance with law and with the Ministry of Construction.
6. Chief of Construction Activities Management Agency has right:
6.1. Require agencies and organizations active in the field of state management of the Ministry to provide documents and data necessary for the implementation of the field work of the Agency;
6.2. Signing several administrative documents, instructions of professional services on behalf of the Chief of Agency and used seal as prescribed by law;
6.3. Ministers are authorized to sign several of documents about the field of work of the Agency in accordance with the working regulations of MOC.
7. Perform other duties, powers as assigned by the Minister.

Center of Research and construction consultancy is business units with revenues belong the Agency, with the seal in the prescribed for transaction, open an account at the State Treasury and the Bank under the authorization, distribution level finance-accounting management of the Chief of Construction Activities Management Agency and as prescribed by law.
The units belong the Agency have heads, some deputies and officials, professional employees.
The establishment, reorganization, dissolution and appointment, dismissal, demotion Chief of Division belong the Construction Activities Management Agency decided by Minister on the proposal of the Chief of the Construction Activities Management Agency and the Head of Department of the Organization and Personal Department.
2. Leadership:
2.1. The Construction Activities Management Agency have Chief and Deputy Chief of Agency;
2.2. Chief and Deputy Chief of Agency appointment, dismissal or demotion by Minister of Construction in accordance with the Party and the law;
2.3. Based on the functions, tasks, powers and organizational structure of the Construction Activities Management Agency, the Chief of Agency is responsible for the planning stages, identify staffing needs of the Construction Activities Management Agency, build and working regulations issued by the Construction Activities Management Agency; regulating functions, tasks, powers and organizational structure of the division; clearly define authority and responsibility of each individual in the Construction Activities Management Agency and report to the Minister.
2.4. Chief of Agency to appoint, dismiss the deputy positions of subordinate units in accordance with the law of the Party, after obtaining the approval of the Minister of Construction;
2.5. Chief of Agency is responsible to the Minister and the law on the entire operation of the Construction Activities Management Agency, Deputy Chief of Agency is responsible to the Chief of Agency and the law on the areas assigned.
